Twelve Years of Trade Diplomacy: The Government's Case
Goyal framed the announcement within a broader review of the Modi government's 12-year tenure, contending that India has transitioned from a position of potential to what he called a self-reliant, or 'Atmanirbhar', global power. He argued that despite severe global disruptions — including the Covid-19 pandemic and the Russia-Ukraine war — the administration converted each crisis into an economic opportunity.
Notably, Goyal cited global recognition of Prime Minister Modi, stating that 33 nations have conferred their highest civilian honours upon him, including several with whom India did not historically share close diplomatic ties.
Social Welfare Milestones Cited
Beyond trade, Goyal highlighted a series of welfare programme figures the government attributes to its tenure. He said more than 55 crore bank accounts have been opened under the Jan Dhan Yojana, with women accounting for over 32 crore of those accounts. Free rations have been provided continuously to more than 81 crore citizens since the onset of the Covid-19 pandemic, and more than 60 crore health cards have been issued under the Ayushman Bharat scheme.
He further stated that the PM Suraksha Bima Yojana has extended a safety net to more than 58 crore individuals, while over 4 crore permanent houses have been delivered under PM Awas Yojana. The Ujjwala gas scheme has reportedly freed 11 crore women from hazardous cooking smoke, and more than 12 crore toilets have been constructed under the Swachh Bharat Mission.

Goyal concluded by saying internal security has been significantly strengthened, with decisive actions against terrorism and the reintegration of youth from former Maoist-affected regions into the national mainstream. He said the collective resolve of 140 crore citizens to build a 'Viksit Bharat' — a developed India — by 2047 remains the Central government's overarching mission.
