The court also requested the SEC to provide a detailed report outlining the anticipated timeline for these elections.
A bench chaired by Justice Ananda Sen made this request while addressing a contempt petition regarding the significant delay in holding municipal elections.
The court sought an explanation from the SEC for the postponement and what actions the state government needs to take to accelerate the process.
The next hearing is scheduled for November 24.
During the proceedings, Advocate General Rajiv Ranjan, representing the state government, informed the court that the government has forwarded the report from the ‘triple test’ exercise regarding seat reservations for backward classes in municipal bodies to the SEC.
He indicated that the SEC has requested further information, including reservation data by ward and updated population statistics, which the government intends to provide shortly. Following this, the election notification will be issued.
However, advocate Sumeet Gadodia, representing the SEC, noted that a thorough and clear report on seat reservations has yet to be received from the government.
He mentioned that once the report is submitted, the Commission would need about three months to finalize the election process.
The contempt petition was filed by former Ranchi Municipal Corporation councillor Roshni Khalkho and another petitioner, Reena Kumari, demanding adherence to the High Court’s previous order for timely municipal elections.
On January 4, 2024, the court mandated that elections for all municipal bodies should occur within three weeks, an order that has yet to be fulfilled.
Jharkhand comprises 48 urban local bodies, with elections pending in 12 of them since June 2020, while the terms of others expired in April 2023.
No municipal elections have occurred in the state since 2023.
