Balagopal, a first-time legislator and postgraduate in Commerce, presented his sixth consecutive budget.
Post-budget presentation, he informed media outlets that as advancements in infrastructure development and associated sectors accelerate, their beneficial effects will become apparent in upcoming phases.
This has instilled a sense of optimism regarding the state’s economic outlook, he remarked.
In response to Leader of Opposition V.D. Satheesan’s comments, Balagopal asserted that the budget was not election-focused but nonetheless incorporated essential welfare initiatives.
He emphasized that governmental intervention is crucial for ensuring income security for common citizens, and the budget embodies such measures.
Revising allowances for ASHA workers, anganwadi staff, and similar roles is a duty of the state government, he pointed out, adding that the Centre has not raised its contribution for these workers over the last 12 years.
Yet, the state cannot postpone timely interventions, hence these measures have been included in the budget, he explained.
Key announcements include group insurance coverage for Haritha Karma Sena workers, auto and taxi drivers, free treatment for the first five days for road accident victims, and an expanded Medisep scheme with enhanced benefits for government employees and their pensioners.
For infrastructure development, Rs 5,317 crore has been earmarked via the KIIFB for the development of the MC Road, Rs 1,000 crore for the Vizhinjam port project, and Rs 100 crore for the RRT line proposed as an alternative to the K-Rail project.
An additional Rs 100 crore has also been allocated to commence preliminary procedures for the Kasaragod high-speed rail project.
The budget also revealed a feasibility study for the Kattappana–Theni tunnel road, the Vizhinjam–Chavara corridor, and the handover of the initial batch of houses for Wayanad disaster-affected families in February.
