The directive from DM Kishtwar states: “It has come to our attention that during the Holy Month of Ramadan, there is often unregulated and unauthorized solicitation of donations by certain individuals and organizations, warranting immediate regulatory action.
“Moreover, the practice of Zakat and Sadaqah (charitable contributions) forms a vital and sacred aspect of the religious and social framework during Ramadan. However, any fraudulent solicitation, misrepresentation, or deceptive fundraising undermines the sanctity of this Holy Month and manipulates the goodwill of the community.
“It is the legal responsibility of the District Administration to ensure that public donations intended for aid, welfare, or religious objectives are not misappropriated, laundered, or redirected for illicit or harmful activities. Therefore, to avert the exploitation of community sentiments, guarantee financial integrity, and uphold public order, I, Pankaj Kumar Sharma, (JKAS), District Magistrate of Kishtwar, by virtue of the powers vested in me under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, hereby issue the following directives for immediate and strict adherence:
“Mandatory Authorisation: No individual, NGO, Trust, Society, or Committee may collect donations (in cash, kind, or through digital means) within the jurisdiction of District Kishtwar without valid registration under applicable laws (e.g., J&K Societies Registration Act, Trust Act). Prior written permission must be secured from the Executive Officer of the Waqaf Board Unit Kishtwar/Imam Jamia Masjid Kishtwar (President of the Majlis Shura Committee Kishtwar) or relevant Tehsildars.
“Verification of Credentials: All fundraising entities must keep a transparent account of both collections and expenditures. Any solicitor lacking authentic identification, a certified copy of their organization’s registration, and a designated receipt book will be considered ‘unauthorized’.
“Prohibition of Coercion: No individual shall employ coercive methods, harass commuters, or obstruct public roads/traffic in pursuit of donations.
“Public Transparency: All Sub Registrars of District Kishtwar will, within five days, publish a list of legitimate registered charitable trusts operating in the district to assist the general public.
“Reporting Mechanism: A dedicated District Vigilance Helpline (Numbers: 9484217492 / 01995-259555 / 9906154100) has been established. Citizens are urged to report any instances of fraudulent solicitation or harassment.
“The Senior Superintendent of Police, Kishtwar, alongside all SDMs/Tehsildars, will ensure strict enforcement of this order in both letter and spirit. Given that individual service of the order is not feasible, it will be disseminated through print, electronic, and social media for the information of all concerned and is hereby issued ex-parte.
“Any individual or entity found engaging in dubious or covert fundraising activities will face stringent action under the Bharatiya Nyaya Sanita (BNS), 2023, and other relevant preventive regulations.
“This order shall take effect immediately and remain in force throughout the Holy Month of Ramadan 2026,” the order concluded.
