Prime Minister Narendra Modi on Tuesday, 23 June met with 183 Officer Trainees of the IAS 2024 batch at Seva Teerth, New Delhi, urging them to anchor their careers in measurable public outcomes and citizen-centric governance as India charts its course toward Viksit Bharat@2047. The interaction, which included officers currently attached as Assistant Secretaries across various Ministries and Departments, marked a pivotal moment in their administrative training journey.

The Core Message: Outcomes Over Positions

Modi stressed that the true measure of a civil servant's contribution lies not in the rank or designation held, but in the tangible difference made to citizens' lives. He urged the young officers to adopt data-driven governance — treating data not as abstract numbers, but as a reflection of the lived realities, aspirations, and challenges of millions of Indians.

He called upon the trainees to regularly verify whether policies are translating into real outcomes on the ground, and to derive professional satisfaction from those results rather than from institutional seniority.

Nagrik Devo Bhava: Citizens at the Centre

Invoking the mantra 'Nagrik Devo Bhava', the Prime Minister asked the officers to treat every administrative file as a representation of real human aspirations. He emphasised that governance must remain empathetic, responsive, and inclusive — and that the human impact behind every decision must never be lost in procedural routine.

He noted that after two years of field exposure and administrative learning, the trainees now stand at a stage where their choices will shape the futures of crores of citizens, not just their own careers.

Whole-of-Government Approach and Technology

Modi called for breaking departmental silos, stressing that major developmental challenges demand effective coordination across ministries. He highlighted the growing role of digital governance, artificial intelligence, and technology in improving service delivery — enabling citizens to access services with greater ease and transparency.

He underlined that governance over the last decade has shifted from a process-centric model to a result-oriented approach, and urged the new batch to carry that transformation forward.

Viksit Bharat@2047 and National Priorities

The Prime Minister framed the session within India's broader development ambitions, noting that every policy decision over the coming decades must contribute to the Viksit Bharat@2047 goal. He identified Aatmanirbhar Bharat, Make in India, manufacturing growth, energy security, and youth opportunity creation as the country's foremost priorities.

He also highlighted that more than 40 per cent of the current IAS 2024 batch comprises women officers — a milestone he cited as evidence of women's growing role in nation-building.

The interaction was attended by Jitendra Singh, Minister of State (Personnel); P. K. Mishra, Principal Secretary to the Prime Minister; Shaktikanta Das, Principal Secretary-2 to the Prime Minister; T. V. Somanathan, Cabinet Secretary; Rachna Shah, Secretary (DoPT); and Sriram Taranikanti, Director of LBSNAA, among other senior officers.

As these officers move from training into active administration, the Prime Minister's directive is clear: integrity, innovation, and citizen-first governance are the benchmarks by which this generation of civil servants will be judged.
