Bihar Chief Minister Samrat Choudhary on 13 August chaired a high-level review meeting on the proposed construction of a World Trade Centre in Patna and the large-scale redevelopment of government-owned land parcels across the city. The meeting, held at Sankalp Hall at the Public Servants' Residence, signals the state government's push to transform underutilised public assets into modern urban infrastructure.

The Proposal at a Glance

The National Buildings Construction Corporation Limited (NBCC) presented a detailed proposal for the World Trade Centre project, alongside redevelopment plans for several key government land parcels in Patna. According to the proposal, the projects could attract an investment of approximately ₹4,000 crore and generate around ₹8,000 crore in revenue.

Locations identified for development include land opposite the Bihar Museum on Nehru Path, Gardanibagh, Bhootnath Sector-6, and Boring Canal Road. NBCC is expected to prepare development and construction models for each of these sites.

Scale of Redevelopment

Chief Minister Samrat Choudhary directed officials to prepare an action plan covering approximately 2,000 acres in Pataliputra Township and an additional 1,000 acres in other township areas. The plan also envisages replacing and reconstructing old, dilapidated government buildings to meet contemporary requirements.

Officials were instructed to prepare a comprehensive master plan for available government land in Patna and ensure that public assets are deployed efficiently. The proposed development is expected to incorporate modern construction technology, environmental standards, zero-waste construction models, and time-bound execution.

Expansion Beyond Patna

The government also discussed identifying suitable government-owned land in other major Bihar cities, including Gaya, Bhagalpur, Begusarai, and Darbhanga. Integrated development plans are proposed for viable land parcels in these cities, extending the redevelopment vision statewide.

Chief Minister Choudhary emphasised that major projects should be undertaken on a priority basis to transform Patna into a modern, world-class city. He directed officials to identify suitable land, prepare detailed development plans, and move projects forward swiftly while maintaining quality standards.

If implemented as proposed, the World Trade Centre and associated redevelopment projects would represent a significant expansion of Patna's commercial and urban infrastructure. The broader objective is to convert underutilised government land and ageing public properties into productive urban assets — a model Bihar could replicate across its secondary cities.
