In his address to the attendees of the three-day 86th All India Presiding Officers' Conference (AIPOC) that commenced in Lucknow, PM Modi noted that this conference serves as a significant forum for Presiding Officers from both Parliament and State legislatures to exchange insights and experiences regarding legislative practices and the upholding of Constitutional values.
“This event also allows them to voice their concerns, share exemplary practices, and propose initiatives aimed at further improving legislative efficiency and democratic processes,” he stated.
In his greetings to Lok Sabha Speaker and AIPOC Chairman Om Birla, PM Modi remarked, “In our current digital era, technology acts as a substantial force multiplier. It remains crucial in enhancing transparency, efficiency, and citizen-focused legislative practices.”
He emphasized that technology is vital for maximizing the capabilities of legislators, thereby making our legislative bodies and elected officials more accountable and accessible to the public.
PM Modi expressed hope that the discussions during this conference would further elevate the effectiveness and efficiency of Presiding Officers in enhancing the quality of debates and discussions in the Houses.
Reflecting on the history of AIPOC, he noted, “It is gratifying to see that this national conference follows the conclusion of the 28th Conference of Speakers and Presiding Officers of the Commonwealth (CSPOC) hosted by our Parliament.”
Since its establishment in Shimla in 1921, AIPOC has progressed significantly. My thoughts often drift back to my participation at the Centennial conference also held in Shimla in 2021.
He asserted that debates and discussions are vital for democracy, promoting transparency, fairness, and respect for diverse viewpoints while engaging in dignified criticism.
“In this regard, Speakers and Presiding Officers play an essential role in ensuring the smooth, impartial, and orderly operation of legislative bodies by facilitating effective business transactions, maintaining decorum and decency, and adhering to legislative rules and procedures,” he remarked.
By overseeing debates, granting members the opportunity to speak, deciding on points of order, and managing voting, they function as neutral authorities above party politics, uphold the dignity of the House, and protect the integrity of democratic processes,” he concluded.
