Key Takeaways
New Delhi, April 9 (NationPress) On Thursday, Prime Minister Narendra Modi emphasized the crucial need for women's reservation in legislative bodies, labeling it a pivotal step that would enhance the vibrancy and participation in India’s democracy. Through an Op-Ed and several posts on the social media platform X, the Prime Minister urged Members of Parliament to unite for the swift passage of the long-awaited legislation.
Stressing the significance of this reform, the Prime Minister warned that any delay in implementing women’s reservation would be “deeply unfortunate.” He underscored that this initiative is not only a policy decision but also a historic necessity aimed at reinforcing democratic institutions and ensuring equal representation.
In his posts on X, PM Modi stated, “Reservation for women in legislative bodies is the need of the hour! This will invigorate our democracy and ensure greater participation. Any postponement in this matter would be truly regrettable. I have shared my thoughts on this subject in my Op-ed.”
In the Op-Ed, the Prime Minister also extended best wishes to citizens celebrating various festivals during this season. He recognized that India is on the brink of embracing a festive atmosphere, with diverse regions celebrating their traditional New Year festivities. He mentioned that Assam would host Rongali Bihu, Odisha would celebrate Maha Bishuba Pana Sankranti, West Bengal would welcome Poila Boishakh, and Kerala would exuberantly observe Vishu. Additionally, Tamil Nadu would celebrate Puthandu, while Punjab and several northern states would mark Baisakhi.
Sharing his greetings, PM Modi noted that these festivals embody hope, renewal, and positivity. “I extend my warmest wishes to all celebrating these occasions across India and globally. May these auspicious moments bring joy, prosperity, and wellness into everyone’s lives,” he expressed.
The Prime Minister also drew attention to significant forthcoming occasions of national significance.
“On April 11, we will kick off the 200th birth anniversary celebrations of Mahatma Phule, and on April 14, India will honor Dr. Babasaheb Ambedkar on Ambedkar Jayanti. As we approach these special moments, when the spirit of renewal fills our hearts, our nation stands on the verge of another historic opportunity to deepen our democratic foundations and reaffirm our collective commitment to equality and inclusion,” PM Modi stated.
Against this backdrop of celebration and contemplation, PM Modi noted that the country is on the brink of a historic moment. He announced that Parliament will convene on April 16 to discuss and pass a significant bill aimed at furthering women’s reservation in legislative bodies. He asserted that labeling this as merely a legislative formality would be an understatement, as it represents the hopes of millions of women across the nation.
“This is a testament to a principle deeply ingrained in our civilizational ethos -- that society flourishes when women thrive,” he wrote.
Emphasizing the essential role of women in nation-building, the Prime Minister pointed out that women make up nearly half of India’s population and have contributed immensely across various sectors.
“Women constitute nearly half of our population. Their contributions to the nation are vast and invaluable. Presently, India is witnessing extraordinary achievements by women across all fields. From science and technology to entrepreneurship, from sports to the armed forces, and from music to the arts, women are at the forefront of India’s advancement. Over the years, concerted efforts have been made to foster an enabling environment for women’s empowerment. Improved access to education, enhanced healthcare, increased financial inclusion, and better access to basic amenities have fortified the foundations for women’s participation in economic and social life,” PM Modi stated in his Op-Ed.
He further remarked that sustained efforts in recent years have led to an environment conducive for women’s empowerment. Enhanced access to education, better healthcare facilities, increased financial inclusion, and improved availability of basic amenities have bolstered women's engagement in both economic and social realms.
However, PM Modi acknowledged that women’s representation in politics and legislative institutions has not kept pace with their contributions in other sectors.
“Yet, their representation in politics and legislative bodies has not always reflected their societal role. This is particularly disheartening, as when women are involved in governance and decision-making, they bring experiences and insights that enrich public dialogue and enhance governance quality,” PM Modi remarked.
He reiterated that over the years, there have been consistent efforts by previous governments to secure women their rightful place in democratic institutions.
“It is essential that the upcoming 2029 Lok Sabha elections and state Assembly elections are conducted with women’s reservation in effect. Past governments have made numerous attempts to ensure adequate representation for women in legislative bodies. Committees have been established, draft bills introduced, yet they never reached fruition. However, there has been a broad consensus that women’s representation in legislative bodies must increase. In September 2023, Parliament passed the Nari Shakti Vandan Adhiniyam with this spirit of consensus. I view it as one of the most significant moments of my life,” PM Modi remarked.
Reflecting on historical attempts, the Prime Minister noted that various efforts have been made over the decades by previous administrations to secure adequate representation for women in legislative bodies. Even though committees were formed and draft bills were presented, they failed to materialize into law. Nevertheless, he noted, a broad consensus has persisted across political lines on the necessity of enhancing women’s participation.
He referred to the passage of the Nari Shakti Vandan Adhiniyam in September 2023 as a significant milestone achieved through collective political will. Describing it as one of the most cherished moments of his life, PM Modi said the legislation encapsulates the nation's shared commitment to women’s empowerment.
The Prime Minister also connected the initiative to the principles of the Indian Constitution. He asserted that the framers of the Constitution envisioned a society founded on equality, where every citizen has equal opportunities to shape the nation’s future. He noted that enhancing women’s representation is a vital step towards realizing that vision.
“This opportunity resonates profoundly with our constitutional values. It embodies our determination to create a society where equality is not merely an ideal but a lived reality,” he added.
Stressing the urgency of the matter, PM Modi stated that the moment for action cannot be delayed any further. He cautioned that postponing women’s representation would only exacerbate existing imbalances within the democratic system.
“For decades, the necessity for greater participation of women in legislative institutions has been acknowledged and discussed. Delaying action now would merely prolong an imbalance we recognize and have the capacity to rectify,” he noted.
He added that as India confidently progresses, it is vital for its institutions to reflect the aspirations of all citizens, especially women, who constitute half of the population. Timely action, he stated, would not only fulfill long-standing commitments but also sustain the momentum of national advancement.
Describing it as a “historic opportunity,” the Prime Minister stated that the proposed reform would render India’s democracy more representative, responsive, and prepared for the future.
He further emphasized that this issue transcends political boundaries and necessitates collective action.
“This moment calls for unified action. It is not about any single government, party, or individual. It is about the nation collectively recognizing the significance of this step and coming together to achieve it. It is what we owe to our Nari Shakti. This is why the passage of a bill for women’s reservation should reflect the broadest possible consensus and be guided by the larger national interest. Such opportunities compel us to act not for ourselves, but for future generations. They remind us that the true strength of a democracy lies in its ability to evolve and become more inclusive over time,” PM Modi stated.
PM Modi emphasized that such decisions should be guided by the larger national interest and reflect the broadest possible consensus. He characterized the moment as one that demands responsibility, vision, and a commitment to future generations.
“As we approach this historic Parliament session, I urge all Members of Parliament, across party lines, to unite in support of this crucial step for the women of India. Let us seize this opportunity with a sense of responsibility and purpose. Let us act in a manner that exemplifies the highest traditions of our democracy,” PM Modi urged.
The Prime Minister expressed confidence in India's capacity to rise above differences in matters of national importance. He called upon lawmakers to act in unity and uphold the highest traditions of democracy.
“India has always demonstrated that when it comes to national matters, it can transcend differences and act with unity. This is one such moment. Let us progress together and fortify Constitutional values while empowering our Nari Shakti for national advancement,” PM Modi concluded.
