Responding to the directives of Chief Minister Bhagwant Mann, who also oversees the Cooperation Department, the AAP-led Punjab government has established a comprehensive framework designed to make the registration of cooperative housing properties both affordable and secure, while ensuring that the state legitimately recovers stamp duty.
In a statement from the Chief Minister’s Office (CMO), it was revealed that the Punjab government has implemented measures to formalize property transactions within cooperative housing societies—many of which have remained unregistered for numerous years.
“The Chief Minister has sanctioned a series of reforms to guarantee that property transactions in cooperative housing societies are properly registered, legally secure, and financially accessible for residents, while also protecting the state’s revenue interests,” the statement outlined.
Furthermore, it noted that instruments of original allotment executed by cooperative housing societies in favor of their original members are completely exempt from stamp duty.
“Such registrations will be allowed at face value, with merely a nominal registration fee required,” it mentioned, while also extending the same exemption to legal heirs, spouses, and qualified family members as defined and notified by the Department of Revenue to ensure that genuine successor cases are thoroughly safeguarded.
To further empower thousands of families in securing clear legal titles to their homes, the government has introduced significantly reduced, time-sensitive stamp duty rates for non-original allottees and transferees, as announced on January 12.
“According to this decision, stamp duty has been fixed at one percent for registrations completed by January 31, two percent for registrations up to February 28, and three percent for registrations up to March 31. Post this period, standard stamp duty rates will apply,” the CMO added.
