Jaipur, Sep 1 (NationPress) The upcoming session of the Rajasthan Legislative Assembly, commencing on Monday, will present a total of seven significant bills. Among these, three pending bills already submitted to the Select Committee are set for discussion, alongside three new bills recently approved by the Cabinet.
Additionally, the government is set to withdraw and reintroduce the Rajasthan Prohibition of Unlawful Conversion of Religion Bill, 2025, incorporating amendments that received Cabinet approval on Sunday.
The bills awaiting discussion in the Select Committee comprise the Rajasthan Coaching Centre (Control and Regulation) Bill, 2025, Rajasthan Groundwater (Conservation and Management) Authority Bill, 2025, and the Land Revenue (Amendment and Validation) Bill, 2025.
The Rajasthan Coaching Centre (Control and Regulation) Bill aims to establish a framework for the registration, regulation, and monitoring of coaching centres statewide. It proposes essential standards for registration, career guidance, psychological counselling for students, safety protocols, and methods to alleviate stress among learners.
The Rajasthan Groundwater (Conservation and Management) Authority Bill, 2025, seeks to form a state authority led by the Chief Secretary or another senior officer to oversee groundwater conservation and management. This authority will possess the power to impose penalties for negligence. This bill has been referred to the Select Committee for a second time following previous discussions that emphasized the necessity for further examination.
The Land Revenue (Amendment and Validation) Bill, 2025, intends to legitimize approximately 35 industrial zones and reinstate the rights of the Rajasthan State Industrial Development and Investment Corporation (RIICO). Upon approval, RIICO will regain its authority over land conversion, transfer, subdivision, and partition in these areas, which had been limited due to a Supreme Court ruling that invalidated previous transactions.
This amendment will regularize past activities and restore RIICO's powers. Among the new bills to be introduced is the Rajasthan Institute of Medical Sciences (RIMS). The government plans to elevate the hospital associated with the Rajasthan University of Health Sciences (RUHS) into the Rajasthan Institute of Medical Sciences (RIMS), Jaipur, modeled after AIIMS New Delhi. RIMS will operate as a postgraduate-level medical institution, enhancing super-specialty healthcare, research, and patient services. Additionally, the State Cancer Institute under SMS Medical College will be integrated into RIMS. The Chief Secretary will serve as Chairman, while a Director will be appointed to lead the institute.
The Rajasthan Fisheries (Amendment) Bill, 2025, aims to impose stiffer penalties for fisheries-related violations, raising fines to Rs 25,000 for first-time offenders and up to Rs 50,000 for repeat offenders, thereby strengthening deterrence against illegal fishing practices.
Moreover, amendments to the Factories Act, 1948, through the Factories (Rajasthan Amendment) Bill, 2025, introduce crucial modifications to labor regulations.
These include allowing women to work during night shifts and increasing working limits, such as extending daily work hours from 9 to 10 hours (while adhering to the 48-hour weekly limit), extending continuous work before rest from 5 to 6 hours, and raising the maximum allowable time at the workplace from 10.5 to 12 hours.
With these new and pending initiatives, the session is anticipated to spark substantial debates on education reforms, groundwater management, labor laws, industrial land regulation, and the enhancement of healthcare infrastructure.
