Bengaluru, Dec 22 (NationPress) AICC General Secretary Sachin Pilot asserted on Monday that the Union government is effectively undermining the economic stability of rural India through modifications to the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).
During a press briefing at Congress's office in Bengaluru, Pilot labeled the government's actions as a historical misstep.
"For the first time in our nation's history, a scheme named after our Father of the Nation, Mahatma Gandhi, has been altered. Previously, initiatives were renamed to honor him, but now the Centre has reversed this practice. This constitutes a blatant attack on the economic well-being of our rural population," he stated.
He emphasized that MGNREGS originated as a forward-thinking initiative of the Congress government, ensuring a constitutional right to employment for the nation’s impoverished.
"This program guarantees 100 days of work each year for one member of a rural poor household," Pilot remarked.
Pilot noted that during emergencies like the Covid-19 pandemic, MGNREGS acted as the sole economic safety net for rural regions.
"The Centre has wielded its power to alter the scheme without any parliamentary discussion, state consultations, or input from the standing committee. No requests for such changes were made. This move is aimed at disrespecting the Father of the Nation and poses a direct threat to the livelihoods of the impoverished," he alleged.
He indicated that the nature of the scheme has shifted from a demand-driven program to one controlled centrally.
"In the past, local authorities dictated the necessary work. Now, the Centre dictates where and how much work must occur. Mahatma Gandhi championed self-governance and the empowerment of gram panchayats, but the Centre is now usurping control from local administrations," he asserted.
Pilot pointed out that initially, the Centre funded 90% of the program’s expenses, with states covering the remaining 10%.
"This has now been revised to a 60:40 distribution, placing further financial strain on state governments," he said.
He recalled that Prime Minister Narendra Modi, during his inaugural address in Parliament, allocated ₹50,000 crore to the scheme but also branded MGNREGS as a "historical error" of the Congress-led government.
"Despite 11 years of the BJP-led administration, they have yet to abolish the scheme," he stated.
"This initiative gained international acclaim; no other nation has enacted a law guaranteeing employment. Now the Centre has effectively dismantled it while misleadingly asserting an increase in employment days from 100 to 125," he remarked.
Reflecting on his time as Rajasthan's Minister for Rural Development, Pilot noted that approximately 50 lakh person-days of work were created during the pandemic.
"This scheme has supported between 12 to 15 crore individuals. The Centre’s alterations will heighten pressures on rural communities. This is unacceptable, and the entire nation, including the INDIA coalition, must oppose it. We will push vigorously for the Centre to retract these changes," he affirmed.
Commenting on the National Herald case, he mentioned the unfounded accusations against Sonia Gandhi and Rahul Gandhi, which the courts declined to acknowledge.
He argued that the ED has been weaponized to silence dissenting voices and target Congress leaders.
Importantly, President Droupadi Murmu has approved the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) Bill, 2025.
The Centre claims that VB-G RAM G expands the statutory guarantee of wage employment to 125 days per financial year for rural households and aims to foster empowerment, inclusive growth, and the convergence of development initiatives, thereby fortifying the foundation for a prosperous, resilient, and self-reliant Rural Bharat.
It abolishes previous disqualification provisions and reinstates unemployment allowances as a significant statutory safeguard, according to government statements.
Should employment not be provided within the designated timeframe, the unemployment allowance becomes due after 15 days, the Centre added.
