The Chief Education Officer (CEO) of Rajouri has enacted this suspension for a Teacher Grade-III assigned to the Government Primary School Lanjhar, located in Zone Moughla, effective immediately. This decision follows serious allegations regarding misconduct, indiscipline, and failure to fulfill duties.
As per an official directive, this action was initiated after the Zonal Education Officer (ZEO) Moughla reported that during an inspection on February 18, the teacher was reportedly discovered in a drunken state within the school grounds during operational hours, which negatively impacted the academic atmosphere.
The order also indicated that the teacher had previously received a notice requesting clarification regarding absences and the alleged consumption of alcohol during school hours.
Despite these warnings, authorities noted no satisfactory improvement in behavior. Additionally, numerous written complaints were reportedly filed by staff members, parents, and public individuals regarding misbehavior, harassment of colleagues, neglect of educational responsibilities, and conduct unbefitting a government employee.
The Chief Education Officer of Rajouri categorized these allegations as serious misconduct, breaching the Jammu and Kashmir Government Employees Conduct Rules, 1971. Consequently, the CEO ordered the suspension based on the provisions outlined in the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, pending a departmental investigation.
Throughout the suspension, the teacher will be assigned to the office of the Zonal Education Officer, Khawas, and will receive a subsistence allowance according to regulations.
Previously, there have been cases where teachers engaged in misconduct across various districts in Jammu and Kashmir. Authorities have consistently acted swiftly in addressing such incidents, ensuring that errant teachers face appropriate disciplinary actions as per service rules. There have also been instances where teachers resorted to physical punishment, resulting in severe injuries for some students.
The government remains firm in its stance that physical punishment is not permitted in schools, colleges, and other educational or training institutions.
