Hyderabad, April 17 (NationPress) The government of Telangana has officially established a Cabinet Sub-Committee aimed at examining and providing suggestions for the proposed Rohit Vemula Telangana (Prevention of Identity Based Discrimination in Higher Education) Bill, 2026.
This five-member committee is headed by Mallu Bhatti Vikramarka, the Deputy Chief Minister and Minister for Finance & Planning and Energy.
The committee includes Ministers N. Uttam Kumar Reddy, Damodar Rajanarasimha, Duddilla Sridhar Babu, and Ponnam Prabhakar as its members.
A Government Order (GO) was issued by Chief Secretary K. Ramakrishna Rao on this matter.
Special Chief Secretary for the Scheduled Caste Development Department, Sabyasachi Ghosh, will serve as the convenor of this Sub-Committee.
The committee is expected to deliver its recommendations promptly, as stated in the GO.
During its meeting on March 23, the Cabinet resolved to form this Sub-Committee to finalize the details concerning the proposed Rohit Vemula Act, aimed at eliminating caste discrimination in educational institutions.
The Congress party pledged to implement the Rohit Vemula Act during the 2023 state Assembly elections.
Last year, Rahul Gandhi, the Leader of Opposition in Lok Sabha, called on the Telangana government to pass the Rohit Vemula Act.
In a letter to Chief Minister A. Revanth Reddy, Gandhi emphasized the need to eradicate caste discrimination through legislative action.
Rohit Vemula, a 26-year-old Dalit research scholar from the University of Hyderabad, tragically took his own life on January 17, 2016, citing caste discrimination by university authorities, who had suspended his PhD program and revoked his stipend following a dispute with ABVP members.
His death ignited widespread protests across campuses nationwide against caste discrimination in education.
During a visit to Hyderabad University, Rahul Gandhi assured that the Congress would advocate for the Rohit Vemula Act if elected.
In a January meeting with members of the Justice for Rohit Vemula Campaign Committee from Karnataka, Deputy Chief Minister Vikramarka announced that the state government would soon introduce the Rohit Vemula Act to combat discrimination against Scheduled Castes and Scheduled Tribes in educational institutions throughout the state.
The committee has proposed a draft of the Rohit Vemula Act, 2025, as envisioned by the Karnataka government.
