New Delhi, April 9 (NationPress) The government announced on Wednesday that more than 2.16 lakh Gram Panchayats across 29 states/UTs have successfully submitted their data to the dedicated Panchayat Advancement Index (PAI) portal, with each entry meticulously verified prior to being part of the final index.

The PAI was initiated to gauge the advancement of over 2.5 lakh gram panchayats (GPs) nationwide.

Currently, 35.8 percent of Gram Panchayats are acknowledged as performers, while 61.2 percent are classified as aspirants. Gujarat and Telangana are leading the way, according to the data from 'PAI 2022–23'.

The PAI evaluates panchayats’ performance across nine themes related to localized Sustainable Development Goals (SDGs), including: Poverty-Free and Enhanced Livelihoods in Panchayat, Healthy Panchayat, Child-Friendly Panchayat, Water-Sufficient Panchayat, Clean and Green Panchayat, Panchayat with Self-Sufficient Infrastructure, Socially Just and Socially Secured Panchayat, Panchayat with Good Governance, and Women-Friendly Panchayat.

Regionally, Gujarat leads with 346 Gram Panchayats recognized as front runners, followed closely by Telangana with 270.

Notable states with a high count of performers include Gujarat (13,781), Maharashtra (12,242), Telangana (10,099) along with Madhya Pradesh (7,912), and Uttar Pradesh (6,593). Bihar, Chhattisgarh, and Andhra Pradesh also represent a significant portion of Aspirant Gram Panchayats.

The 2022-23 PAI data indicates that out of 2,55,699 Gram Panchayats, 2,16,285 submitted validated data. Among them, 699 (0.3 percent) emerged as front runners, 77,298 (35.8 percent) were performers, 1,32,392 (61.2 percent) were aspirants, while 5,896 (2.7 percent) were at the beginner level.

The PAI is a composite Index formulated using 435 unique local Indicators (comprising 331 mandatory and 104 optional), which includes 566 unique data points across nine themes of LSDGs (Localization of Sustainable Development Goals) aligned with the National Indicator Framework (NIF) established by the Ministry of Statistics and Programme Implementation (MoSPI).

The PAI exemplifies India’s pledge towards achieving the SDG 2030 Agenda through an inclusive, grassroots approach to development.

Furthermore, the PAI acts as a tool for assessment and encourages healthy competition among Panchayats. The data amassed via PAI serves as a basis for evidence-based planning, allowing Panchayats to discern developmental gaps, establish clear objectives, and allocate resources more efficiently, thereby fostering more strategic and impactful governance at the local level.
