While inaugurating a Centre of Excellence focused on artificial intelligence, skill development, and innovation in Dehradun, Dr. Singh emphasized that integrity lacks any technological substitute.
The minister urged students and researchers to let ethical considerations dictate their use of emerging technologies. He highlighted that AI should serve as a tool that augments human intelligence rather than replacing it entirely and promoted a 'hybrid model' that fuses technology with human discernment.
Dr. Singh noted that India, previously a laggard in adopting technologies like television, has now positioned itself as a leader in space exploration and quantum research. He asserted the importance of linking academic work with industry and startups to maintain this growth trajectory.
“Every tool has limited utility if integrity is compromised. It is only by merging innovation with honesty that we can effectively shape India’s digital landscape,” he remarked.
Illustrating his point, the minister shared examples of AI-driven telemedicine vans that have been deployed in rural areas of India, where hybrid AI-human models have provided healthcare services to villages that had never before seen a doctor.
He connected these technological advancements to governance, indicating that while AI can improve efficiency in addressing grievances, it cannot meet citizens’ expectations without accountability.
This new Centre spans an impressive 1.5 lakh square feet and is the first of its kind in Uttarakhand.
It features an Apple iOS Development Centre, established in partnership with Apple and Infosys, along with the state’s inaugural NVIDIA AI and High-Performance Computing facility, which is powered by an NVIDIA DGX B200 system boasting 8 GPUs and 1.74 TB GPU memory.
Built at an investment exceeding Rs 10 crore, the facility aims to bolster research and innovation in healthcare, agriculture, environment, smart cities, and advanced industries.
