Andhra Pradesh sets ₹8.10 lakh crore credit plan for 2026-27, up 22.7%
Synopsis
Key Takeaways
Andhra Pradesh has fixed its annual credit plan target for 2026-27 at ₹8.10 lakh crore, a 22.7% jump over the previous year's ₹6.6 lakh crore, as the state pushes to accelerate lending across agriculture, MSMEs, housing, and education. The plan was approved at the State-Level Bankers' Committee (SLBC) meeting held in Amaravati on 19 June 2025, presided over by Chief Minister N. Chandrababu Naidu.
Sector-wise Allocation
Of the total outlay, ₹5.40 lakh crore has been earmarked for priority sectors — including agriculture — while the remaining ₹2.70 lakh crore is directed at other sectors. The agriculture sector alone accounts for ₹3.60 lakh crore, of which ₹2 lakh crore is designated for crop loans.
Banks have additionally proposed ₹10,693 crore for agricultural mechanisation. The MSME sector has been allocated ₹1.55 lakh crore, including ₹70,000 crore specifically for micro-enterprises. The plan also provides for housing loans worth ₹11,500 crore and education loans worth ₹2,500 crore.
Last Year's Credit Performance
Banks reported disbursing ₹3,86,249 crore to the agriculture sector in 2025-26, alongside ₹1,17,357 crore to the MSME sector and ₹5,19,693 crore to the priority sector overall. Bankers noted that credit disbursement in Andhra Pradesh is 137% higher than in other South Indian states — a figure Chief Minister Naidu cited as evidence of the state's lending momentum.
What the Chief Minister Said
Addressing bankers, Naidu set a 15% growth target for the current year and called on banks to provide the necessary financial support to achieve it. He urged lenders to extend liberal credit to MSMEs, noting that the Union Government is also advocating an auto-pilot mode for loan approvals. He also highlighted the Ratan Tata Innovation Hub as a vehicle for promoting startups, urging banks to back deserving entrepreneurs.
Naidu proposed forming a joint committee of bankers and government officials to monitor credit disbursement and non-performing assets (NPAs). He also stressed full utilisation of Centrally Sponsored Schemes and underlined the state's 'One Family, One Entrepreneur' initiative as a pathway to mass entrepreneurship.
The Chief Minister called for greater bank support to the aquaculture sector, which he described as having significant wealth-generation potential, noting that proposals for purchasing 200 mechanised fishing boats under subsidy schemes have already been submitted.
Education Loans and Interest Subsidy
Naidu announced that the state government is prepared to provide an additional 4% interest subsidy on education loans, in convergence with the PM Vidyanidhi Scheme, to support students pursuing higher education both within India and abroad.
Cyber Fraud: A Growing Concern
Chief Minister Naidu flagged a sharp rise in cyber frauds and digital arrest scams in Andhra Pradesh over the past three months, advising banks to formulate a dedicated Standard Operating Procedure (SOP) to prevent such crimes. He called for the establishment of Central Transaction Monitoring Cells to detect and block financial fraud in real time, warning that delays in response are resulting in substantial losses — even among educated individuals.
Union Bank of India Managing Director and CEO Ashok Pandey co-released the Andhra Pradesh Annual Credit Plan for 2026-27 alongside the Chief Minister. With sectoral allocations now formalised, the focus shifts to execution — and whether banks can translate ambitious targets into ground-level disbursements.
