Meanwhile, Chief Minister Nayab Singh Saini has requested an exemption from the Goods and Services Tax (GST) on ten agricultural tools used for managing crop residue. In a letter to Union Finance Minister Nirmala Sitharaman and Union Agriculture Minister Shivraj Singh Chouhan last month, he highlighted that stubble burning has become a significant problem, negatively affecting public health. He noted that state farmers are embracing advanced technologies and utilizing modern agricultural tools for crop residue management.
In recent years, both the central and state governments have been providing subsidies for machinery aimed at managing crop residue. Acknowledging the decrease in stubble burning incidents in 2024 compared to 2023, Saini mentioned that the state government has formulated an action plan for 2025, which includes a provision for a subsidy of Rs 200 crore to purchase crop residue management machines. The total expense for these machines is anticipated to be around Rs 500 crore, alongside an additional burden of roughly Rs 60 crore on farmers due to GST (12 percent).
