As highlighted in the 'One World Outlook' report, various initiatives—such as a CA $100 million scholarship fund, 300 Mitacs internships, and multiple inter-university agreements—are anticipated to significantly boost student exchanges and collaborative research, thereby making a considerable impact on the Canadian economy.
The recent trip of Canadian Prime Minister Mark Carney to India marked a pivotal advancement, resulting in the announcement of 13 new inter-university collaborations in Mumbai and Delhi.
Among these partnerships, the University of Fraser Valley in Canada has formed an alliance with Panjab University, while Algoma University in Canada collaborates with Parul University in India to facilitate student and faculty exchanges, develop joint degree programs, and engage in collaborative research in fields like artificial intelligence and clean technology.
Foreign Minister of Canada, Anita Anand, underscored that these agreements aim to enhance collaborative research opportunities and lay the groundwork for hybrid campuses, addressing recent declines in enrollment linked to visa restrictions.
“The visit initiated the Canada-India Talent and Innovation Strategy, which includes 24 education-centered Memorandums of Understanding (MoUs). A joint statement from Carney and the Indian Prime Minister emphasized commitments to dual-degree programs, establishing offshore Canadian campuses in India, and developing skills in emerging technologies,” the report noted.
The report also pointed out that a fundamental aspect of these initiatives is the CA $100 million scholarship fund, which aims to support approximately 200 fully funded positions for Indian students, alongside similar opportunities for Canadian students.
“The University of Toronto has pledged up to $25 million for over 220 Indian scholars. Mitacs has renewed its agreement with India's All India Council for Technical Education (AICTE), ensuring 300 annual Globalink Research Internships for elite Indian undergraduates at Canadian universities, starting in summer 2027,” it stated.
“These internships encompass a variety of fields including STEM, humanities, and social sciences, under the guidance of Canadian faculty to foster innovation. Hybrid study centers, like the collaboration between Dalhousie University and IIT Tirupati, allow students to commence their studies in India before transferring to Canada,” the report explained.
The presence of nearly two million Canadians of Indian heritage reinforces how these initiatives strengthen familial and commercial networks.
“These efforts cultivate 'future-ready' talent pools: Indian interns become lifelong advocates for their alma mater, while graduates continue to contribute through post-graduation work permits, thus supporting economic growth. A Joint Working Group will oversee the implementation, with its first report expected in July 2026,” the report concluded.
