External Affairs Minister S. Jaishankar met his Singaporean counterpart Vivian Balakrishnan in Singapore on Wednesday, 19 August, for wide-ranging talks on deepening the India-Singapore Comprehensive Strategic Partnership (CSP) and exchanging assessments of the evolving global geopolitical landscape.

Following the bilateral discussion, Jaishankar posted on X: 'Delighted to meet my friend FM Vivian Balakrishnan of Singapore. A detailed discussion on how to further deepen our Comprehensive Strategic Partnership. Also value his insights on the current geopolitical situation. The two ministers also jointly laid the foundation stone of the new Chancery complex of the High Commission of India in Singapore. Jaishankar expressed confidence that the complex would embody the new phase of the bilateral partnership and strengthen services for the Indian diaspora in Singapore. In a second post on X, he wrote: 'Confident that this complex will reflect the new era of India-Singapore Comprehensive Strategic Partnership and further strengthen services for the Indian diaspora.'

The 4th India-Singapore Ministerial Roundtable

Jaishankar arrived in Singapore on Tuesday ahead of the 4th India-Singapore Ministerial Roundtable (ISMR), scheduled for Thursday. According to the Ministry of External Affairs (MEA), the Indian delegation at the roundtable will include Finance Minister Nirmala Sitharaman, Commerce Minister Piyush Goyal, and Minister of State Jitin Prasada, who holds charge of the Ministries of Commerce and Industry and Electronics and Information Technology.

The ISMR mechanism, described by the MEA as a critical platform for cooperation in new and emerging areas, held its inaugural session in New Delhi in September 2022, followed by the second in Singapore in August 2024 and the third in New Delhi in August 2025. The fourth edition returns to Singapore.

What the Roundtable Covers

Deliberations at the ISMR span Advanced Manufacturing, Connectivity, Digitalisation, Healthcare and Medicine, Skills Development, and Sustainability. These discussions feed directly into the CSP Roadmap, which was unveiled during the visit of Singapore Prime Minister Lawrence Wong to India in September 2025.

The back-to-back engagements — a bilateral ministerial meeting, a symbolic infrastructure milestone, and a high-level roundtable — signal a deliberate effort by both sides to institutionalise and accelerate the partnership.
