It calls for the establishment of a National Committee for the Administration of Gaza — an independent Palestinian body that would assume both civilian administration and internal security responsibilities during a transitional period. During the transitional period, the National Committee would govern Gaza while maintaining coordination with the PA. The transitional body would draw on Palestinian professionals from Gaza, the West Bank, and the wider diaspora to rebuild public institutions.

Broader Framework and Next Steps

The governance provisions form one pillar of a wider roadmap that also includes the phased disarmament of Hamas and other armed groups, deployment of an International Stabilization Force, a gradual Israeli withdrawal, and an internationally supervised reconstruction programme. Critically, each phase would proceed only after independent verification that commitments from the previous stage had been fulfilled — a sequencing designed to build in accountability at every step.
