Synopsis
Key Takeaways
India's High Commissioner to Sri Lanka Santosh Jha and Sri Lanka's High Commissioner to India Mahishini Colonne on Friday, 28 August co-chaired the 41st Board Meeting of the India–Sri Lanka Foundation (ISLF) in New Delhi, reviewing the foundation's ongoing programmes and examining fresh project proposals aimed at deepening bilateral cooperation.
What the Meeting Covered
The board meeting assessed the ISLF's active initiatives and evaluated new proposals spanning education, culture, science, technology, and related sectors. Board members Mohan Kumar, Ashok Malik, and Prasad Kariyawasam also attended the session.
'The meeting reviewed the foundation's ongoing initiatives and examined new project proposals to deepen India-Sri Lanka ties across education, culture, science, technology, and other areas,' High Commissioner Jha said in a post on X.
About the India–Sri Lanka Foundation
The ISLF is a bilateral trust fund established in 1998 under a Memorandum of Understanding (MoU) signed by the governments of India and Sri Lanka. It provides grant funding for projects designed to foster economic, scientific, educational, technical, and cultural cooperation between the two nations. The 41st board meeting reflects the foundation's sustained operational continuity over more than two decades.
Bailey Bridges and Infrastructure Support
Separately, on 6 August, India's Deputy High Commissioner to Sri Lanka Maitrey Kulkarni handed over an additional consignment of Bailey bridges — weighing over 250 metric tonnes — to Sri Lanka's Deputy Minister of Co-operative Development Upali Samarasinghe. The bridges form part of India's USD 450 million reconstruction package for Sri Lanka and will be installed by Indian Army engineers to restore connectivity and support infrastructure development across the island nation.
Foreign Secretary Misri's Visit and 'Neighbourhood First' Commitment
The board meeting follows Foreign Secretary Vikram Misri's official visit to Sri Lanka on 5 August, during which he reaffirmed India's commitment to Colombo under the 'Neighbourhood First' policy and 'Vision MAHASAGAR', according to the Ministry of External Affairs (MEA). During the visit, Misri called on Sri Lankan President Anura Kumara Disanayake, Prime Minister Harini Amarasuriya, and Foreign Affairs Minister Vijitha Herath, and held talks with Foreign Secretary Aruni Ranaraja. He also met Opposition Leader Sajith Premadasa and representatives of the Sri Lankan Tamil and Indian Origin Tamil (IOT) communities. Both sides undertook a comprehensive review of bilateral cooperation projects during those meetings.
What Comes Next
With new project proposals now formally on the table following the 41st ISLF board meeting, the two governments are expected to advance approvals across the identified sectors. The infrastructure push — anchored by the USD 450 million package and Indian Army-led bridge installations — signals that practical, on-ground cooperation remains a priority alongside the institutional engagement.
