India-Vietnam Coast Guards hold 7th HLM in Chennai, joint drill on Aug 27
Synopsis
Key Takeaways
The Indian Coast Guard (ICG) and the Vietnam Coast Guard (VCG) convened their 7th High-Level Meeting (HLM) in Chennai on 26 August 2026, deepening bilateral cooperation across maritime security, law enforcement, and environmental sustainability. The meeting sets the stage for a joint sea exercise scheduled for 27 August 2026.
Key Developments
The HLM was held under the framework of the 2015 Memorandum of Understanding (MoU) on Coast Guard Cooperation between India and Vietnam. It was co-chaired by Director General Paramesh Sivamani of the Indian Coast Guard and Major General Luong Dinh Hung, Vice Commandant of the Vietnam Coast Guard.
According to the Ministry of Defence, discussions centred on Maritime Search and Rescue (SAR), Maritime Law Enforcement, Marine Pollution Response, and capacity building — four pillars that have anchored the bilateral maritime agenda since the MoU was signed.
What Both Sides Agreed On
'Both sides reviewed ongoing bilateral engagements, including professional exchanges and ship visits, and reaffirmed their commitment to enhancing cooperation and interoperability,' the Ministry of Defence said in an official statement.
The two delegations also underscored the value of regular institutional interactions, joint training programmes, sharing of best practices, and reciprocal ship visits as instruments for building operational trust. The Ministry noted that the meeting reaffirmed a shared commitment to promoting maritime safety, security, and environmental sustainability across the region.
SAHYOG-HOPTAC Exercise
Building on the HLM, the India-Vietnam Coast Guard Joint Exercise, SAHYOG-HOPTAC, is scheduled to be conducted at sea on 27 August 2026. The exercise is designed to give personnel from both coast guards a live operational platform to sharpen coordination and test interoperability during maritime operations.
Notably, SAHYOG-HOPTAC has emerged as a key practical complement to the diplomatic track of the bilateral relationship — translating meeting-room commitments into at-sea readiness.
Broader Strategic Context
The HLM and the upcoming exercise come amid heightened attention to maritime security in the Indo-Pacific, where both India and Vietnam have overlapping interests in preserving freedom of navigation and combating illegal fishing, smuggling, and pollution. India's coast guard diplomacy with Southeast Asian partners has intensified over the past decade, with Vietnam representing one of its most active bilateral frameworks in the region.
With the joint exercise set for 27 August, both services are expected to demonstrate the operational depth that seven rounds of high-level dialogue have built.
