'Because of that, it can be used for good and ill. So you really do need to have experts looking at it,' he said. He placed the United States, China, and Israel at the forefront of AI development, while stressing that other nations must build their own domestic capabilities rather than remain dependent on leading powers.
The Sovereign AI Imperative
A central theme of Karp's remarks was the concept of sovereign AI — the idea that every country must develop and retain control over its own AI systems and data. 'I think what's particularly interesting about the conference is every country has to figure out a way to have its own sovereign AI,' he said. He outlined the key questions governments must answer: how to control model weights, how to manage data, where to deploy systems, and how to ensure AI infrastructure remains indigenous. 'How do you make sure it's indigenous to your own country?' he asked. Organisations deploying AI, he added, need computing capacity, an application layer, and a clear strategy on where to use closed versus open models to protect sensitive information, including 'your telemetry, your alpha, your government's secrets maybe.'
On Regulation and Competition
Karp cautioned governments against poorly designed AI regulation, warning that ill-conceived rules could damage the very countries they were meant to protect. 'One of the biggest problems is it's gotta be done by people who understand the issues,' he said, while clarifying he was not opposed to regulation in principle. On competition, Karp said Palantir's platform is capable of running models from multiple developers. While the company favours American-built products, he acknowledged that preference alone cannot substitute for genuine quality. 'You can't just say our models are gonna be the worst and people should use them even though they're more expensive and equally not as safe,' he said.
