Washington, March 6 (NationPress) Arvind Raman, an engineering expert originally from India and nominated to head the US National Institute of Standards and Technology (NIST), informed senators that the agency's priority should be on boosting American innovation and establishing global technology standards as the United States faces competition from China in the realm of emerging technologies.

During his testimony before the Senate Commerce, Science, and Transportation Committee, Raman recounted his journey from India to the United States as a testament to the opportunities available in this nation.

“I came to the United States 35 years ago from India, initially to pursue engineering studies at Purdue University,” Raman shared. “At that point, I had merely a few dollars to my name.”

He reminisced about waiting for his first paycheck as a research assistant, noting that he relied on a university loan designed for students without a credit history and support from a local Goodwill store.

“Now, I serve as the dean of engineering at that esteemed institution,” he remarked, referring to Purdue University, where he has dedicated over twenty years as a faculty member and currently leads one of the largest engineering colleges in the country.

Raman, who was nominated by former President Donald Trump to take on the role of Undersecretary of Commerce for Standards and Technology and director of NIST, communicated to lawmakers the essential function the agency serves in enhancing American industry and leadership in technology.

“NIST has been pivotal in promoting American industrial competitiveness,” he stated. For more than a century, he noted, the institute has ensured that American industries and technologies adhere to reliable standards that foster innovation and global competitiveness.

“If confirmed, I eagerly anticipate collaborating with all of you to write a new chapter for NIST that focuses on maximizing American innovation through rapid technology advancement in partnership with industries, entrepreneurs, and stakeholders,” Raman declared.

He further emphasized the significance of international technology standards, arguing that they play a critical role in shaping the rules that govern global commerce.

“When America takes the lead in establishing global tech standards, it means the rules of international commerce are fundamentally based on American values — including free markets, private sector innovation, privacy, and freedom of speech,” Raman explained to the senators.

Several senators inquired about specific programs managed by NIST, such as the Manufacturing Extension Partnership, which aids small and medium-sized manufacturers throughout the United States.

Raman consistently mentioned that he had not yet assumed the role and would need to examine the specifics of various programs before making any policy decisions. However, he assured lawmakers that he would adhere to congressional directives.

“If confirmed as NIST director, I will follow the law,” he affirmed.

He also committed to partnering with Congress to bolster American leadership in emerging technologies, such as artificial intelligence, semiconductors, and advanced manufacturing.

“If confirmed, I'm excited about helping NIST implement the President's AI action plan by truly maximizing innovation across the entire AI tech stack,” Raman expressed.

This initiative, he added, would encompass advancing US leadership in chips, biotechnology, quantum technologies, and manufacturing systems.

Raman highlighted the necessity for NIST to collaborate closely with industry and international partners to guarantee that American technologies influence global standards.

“It’s crucial for America to take the lead in technology standard setting,” he stated, adding that such leadership allows American technologies to expand globally and access broader markets.

He also pointed out the larger implications of technological leadership for democracy and national prosperity, indicating that advanced technologies increasingly shape both economic competitiveness and national security.

If confirmed by the Senate, he stated, his aim would be to ensure that NIST continues to fulfill its foundational mission and usher in an era of maximum American innovation.
