Key Takeaways
Amaravati, March 28 (NationPress) In a significant stride aimed at clearing up extended administrative and legal uncertainties, Chief Minister N. Chandrababu Naidu introduced a pivotal resolution in the Andhra Pradesh Legislative Assembly on Saturday, calling on the Centre to officially recognize Amaravati as the state capital.
A special session of the Assembly was arranged specifically to discuss and approve this resolution, which represents a vital move towards ensuring enduring stability and legal clarity regarding the capital city.
In his address, the Chief Minister highlighted that genuine legal certainty can only be secured through precise amendments to the Andhra Pradesh Reorganisation Act of 2014.
The Andhra Pradesh Assembly subsequently passed a resolution requesting the Government of India to modify Section 5 of the Act by specifically incorporating the phrase “at Amaravati” into sub-section (2).
In addition, the resolution aims to broaden the legal definition to clarify that Amaravati includes all regions officially acknowledged under the Andhra Pradesh Capital Region Development Authority (APCRDA) Act of 2014.
This legislative initiative is set against the backdrop of a remarkable urban development endeavor that began over a decade ago.
The Amaravati capital project is projected to cost around Rs 64,000 crore, with the Andhra Pradesh Capital Region Development Authority designated as the implementing agency.
For the development of this greenfield city, approximately 30,000 farmers voluntarily contributed over 34,000 acres of rich agricultural land.
This extensive land reserve was intended to create a world-class city, circumventing the common delays associated with land acquisition.
Financially, the project has received substantial backing from both state and central governments, along with other entities.
The Centre has pledged a dedicated financial package of Rs 15,000 crore for the capital's development, of which around Rs 4,200 crore has been reportedly disbursed. Additionally, international organizations such as the World Bank and the Asian Development Bank have provided loans totaling about Rs 13,500 crore.
Domestic financial institutions like HUDCO have also contributed with a credit line of Rs 11,000 crore to accelerate stalled infrastructure projects.
Wrapping up his address, Chief Minister Naidu urged all Assembly members to back the resolution, asserting that statutory support is the essential final safeguard needed to fulfill the aspirations of the people and protect the investments made by countless farmers.
