Under the previous government, disbursements were comparatively modest: ₹688 crore in 2020-21, ₹501.79 crore in 2021-22, a sharp rise to ₹6,105 crore in 2022-23, followed by a decline to ₹4,090.81 crore in 2023-24.
What the SASCI Scheme Offers
The SASCI scheme provides states with 50-year interest-free capital loans for capital expenditure on infrastructure and development projects. The Union government releases assistance once states submit complete project proposals in accordance with scheme guidelines, making timely and eligible submissions a key determinant of how much a state can access.
According to an official state government statement, Andhra Pradesh has consistently secured higher allocations by submitting eligible capital investment proposals and ensuring faster project execution — enabling it to draw significantly greater resources within a shorter period.
Revenue Deficit and Bifurcation Dues
Separately, Finance Minister Nirmala Sitharaman also informed the YSRCP MP that the State Finance Accounts — published by Accountant General (Accounts and Entitlement) of Andhra Pradesh, Shanthi Priya S, and Accountant General (Accounts and Entitlement) of Telangana, Chanda Pandit — assessed a revenue deficit of ₹16,078.76 crore for Andhra Pradesh for the year of bifurcation, i.e., 2014-15. The entire audited revenue deficit from 2014-15 to 2023-24 was also placed on record.
State Government's Position
The state government attributed the improved SASCI performance to Chief Minister N. Chandrababu Naidu's governance track record and the Centre's continued support. Officials said the higher inflows are enabling Andhra Pradesh to accelerate infrastructure development, attract greater investments, and deliver faster, inclusive growth across the state.
With the 2026-27 allocation still running — having already crossed ₹3,428 crore by August — the state's full-year SASCI receipts could set a new single-year record if the current pace holds.
