Technology and Security Features
The state government has incorporated high-grade security features into the new passbooks — comparable, Naidu said, to those used in currency printing. Blockchain technology has been deployed to prevent tampering with property records, while QR codes and other digital safeguards have been integrated. Passbooks are being printed and distributed through Gram Sabhas, following e-KYC verification, to ensure transparency at the grassroots level.
Fixing the Damage from 2019–2024
Naidu alleged that the previous government between 2019 and 2024 damaged revenue records by digitally placing lands and properties under Section 22-A, triggering widespread disputes. The coalition government, which came to power in 2024, introduced the Revenue Records Reforms 2026 to cleanse and streamline the records. Land-related problems covering nearly 41,000 acres have been resolved so far, benefiting more than 1.27 lakh farmers, industries, and members of the public. Additionally, 1.36 lakh acres have been freed from freehold restrictions.
Digitisation and Auto-Mutation
The government has taken up digitisation of old land records — including 1-B, Adangal, DKT, ARC, Inam and Ceiling records — with all link documents to be made available online. Nearly nine lakh people have already been provided the facility of auto-mutation. Notably, the re-survey is being conducted in the physical presence of farmers to reduce disputes at the field level.
Other Announcements at the Event
Naidu also addressed a range of issues affecting the farming community. The state is providing subsidised power to the aquaculture sector at ₹1.50 per unit regardless of zone — an additional burden of ₹1,150 crore on the exchequer — and this benefit will now extend to 12,500 farmers in non-aquaculture zones. A subsidy of ₹10 per kg of tobacco has been provided, and the Centre has been approached to facilitate loans of ₹50,000 per barn. The Chief Minister also resolved a longstanding issue involving land allotted to ex-servicemen who participated in the Second World War, which had been placed under Section 22-A, and issued them pattas. Naidu warned that no one would be spared for law-and-order violations, citing the suspension of a Telugu Desam Party (TDP) leader in Guntur who allegedly behaved inappropriately towards a woman.
The Chief Minister later distributed tractors to farmers and visited stalls at the venue. The land re-survey drive, if completed on schedule, would mark one of the most comprehensive revenue record overhauls in the state's recent history.
