Providing context, Saurabh Kumar noted that Bettiah Raj was once a princely estate, which later fragmented into East Champaran and West Champaran.
This estate was under the rule of a monarch, and all land was considered his. Following the king's demise, the queen struggled to manage the estate, leading to some land being bestowed to the populace while the remainder was appropriated.
During the era of British rule, numerous parcels were registered in the names of the British and subsequently allotted to farmers.
He asserted that it wasn't until 2024 that these lands were officially recognized by the Bihar government.
The RJD MLC further questioned the legality of government-run hospitals and colleges operating on Bettiah Raj lands, raising the issue of whether rent should have been paid until 2024.
Additionally, he expressed discontent over the 2014 renaming of institutions that were previously named after the king and queen of Bettiah Raj, stating, “There is a saying that the property belonged to the king, yet someone else is enjoying it.”
In response within the House, Deputy Chief Minister Vijay Kumar Sinha indicated that the issue was intricate and required thorough evaluation.
“Regulations concerning the Bettiah Raj Act are currently in the process of being drafted. This matter is new to me as well. I will delve into it comprehensively and engage with all relevant officials,” he stated.
Vijay Sinha further mentioned that the forthcoming regulations would establish a framework for claims, objections, and hearings.
“If any legal claim proves valid, it will be acknowledged and resolved according to law. There is no need for concern,” he assured.
He added that the Court of Wards has been overseeing the upkeep and management of Bettiah Raj properties.
The relevant Collector has been instructed to eliminate encroachments, and such actions are already in progress.
He stated that the government would soon enact a law to comprehensively address the issue.
