Bihar Chief Minister Samrat Choudhary on 15 August hoisted the national flag at Gandhi Maidan in Patna for the first time in his capacity as Chief Minister, taking the salute from the ceremonial parade during the state's Independence Day celebrations. In his address, he outlined an ambitious development roadmap for Bihar spanning education, healthcare, agriculture, industry, and employment.

Key Announcements from the CM's Address

Chief Minister Choudhary said his government has already provided housing land to 30,000 landless families and has moved to establish new universities, medical colleges, and degree colleges at the block level. He added that model hospitals are being developed in every district to reduce patient referrals to other locations — a persistent challenge in Bihar's healthcare infrastructure.

On the economic front, Choudhary set a target of attracting ₹5 lakh crore in investment into Bihar by November. He said the government is prioritising industries capable of generating large-scale employment and building stronger markets for agricultural produce. The broader goal, he stated, is to ensure that at least one member of every family has access to employment or a livelihood opportunity — in either the government or private sector.

Sugar Mills and Agricultural Push

Among the more specific commitments, the Chief Minister announced plans to establish 25 sugar mills across the state. Bihar was once a leading sugar-producing region before industrial decline set in over several decades; the sugar mill target signals an intent to revive agro-industrial activity. He also said infrastructure work — roads and other development projects — is ongoing across Bihar.

Security Arrangements at Gandhi Maidan

For the Independence Day event, Gandhi Maidan was divided into four sectors and multiple sub-sectors, with magistrates and police officers deployed at 62 locations around the venue and Kargil Smriti Chowk. Security agencies maintained surveillance through CCTV cameras and drones. Cameras installed under the Smart City Project monitored the venue and its surroundings, while the Integrated Command and Control Centre at the police office premises oversaw the event continuously. The district control room operated in three shifts, with reserve magistrates and police personnel on standby for emergencies.

The November investment target gives the government a tight window to demonstrate traction on its economic promises.
