The opposition Biju Janata Dal (BJD) on Friday, 18 September launched a sharp attack on the Bharatiya Janata Party (BJP)-led state government in Odisha over the alleged leak of the question paper for the +3 Second Semester Examination at Utkal University in Bhubaneswar. The party called the incident yet another serious blow to students and the state's youth under what it termed the 'double-engine government.'

BJD's Core Allegations

The BJD alleged that in just two years of BJP rule, students and job aspirants across Odisha have faced 25 instances of examination failures, cancellations, postponements, question-paper irregularities, and other examination-related lapses. The party stated in an official release: 'The latest incident at Utkal University has once again raised serious questions about the government's ability to conduct examinations in a fair, transparent, and secure manner.'

The BJD emphasised that students spend months preparing for examinations while their families make considerable financial and personal sacrifices. Every cancellation, postponement, or alleged leak, the party argued, creates uncertainty for thousands of students, disrupts academic plans, and adds financial and mental stress.

What BJD Spokesperson Demanded

BJD Spokesperson Lenin Mohanty said students and youth should not 'repeatedly pay the price for administrative and examination management failures.' He demanded that the government take immediate steps to restore public confidence in the examination system and ensure examinations are conducted with 'complete transparency, accountability, and security.'

Mohanty specifically called for time-bound and transparent investigations into every serious examination-related irregularity, with responsibility fixed wherever negligence or procedural lapses are established. He also pressed for stronger question-paper security protocols, secure examination-centre management, strict monitoring mechanisms, and a comprehensive review of procedures followed by universities, recruitment boards, and other examining authorities across the state.

Pattern of Examination Disruptions

The BJD was careful to frame the Utkal University incident not as an isolated lapse but as part of a documented pattern. The party's tally of 25 examination-related failures and irregularities in two years covers a range of issues — from paper leaks and cancellations to postponements and procedural lapses — affecting multiple universities and recruitment bodies in Odisha. Notably, examination integrity has emerged as a politically charged issue across several Indian states in recent years, with opposition parties increasingly using it as a governance accountability test.

Government Yet to Respond

As of Friday evening, the BJP-led state government had not issued an official response to the BJD's allegations regarding the Utkal University paper leak. The university administration had also not made a public statement on the matter. The BJD warned that Odisha's students and youth 'cannot be treated casually' and called on the government to move 'beyond slogans' and put in place concrete, systemic reforms across the state's examination infrastructure.

With the academic calendar already disrupted for affected students, pressure is mounting on the state administration to address examination security before the next cycle of university and recruitment tests.
