Bengaluru, July 28 (NationPress) The Karnataka BJP has issued a strong warning to the state government regarding the potential misuse of funds dedicated to SC/ST communities for the implementation of flagship guarantee schemes. They have threatened to initiate protests should the government misappropriate funds that are meant for the Dalit community.
BJP State President B.Y. Vijayendra stated on Monday, "The Congress administration, which has a history of deceiving marginalized groups, is once again redirecting Rs 11,896.84 crore designated for the welfare of Scheduled Castes in the 2025–26 budget towards its five guarantee schemes. This constitutes a betrayal of the Dalit community and undermines the core principles of social justice."
According to Vijayendra, "Chief Minister Siddaramaiah, who often claims to be a leader for AHINDA (minorities, Backward Classes, and Dalits), has now diverted funds specifically allocated for Dalits this year to support guarantee schemes. This is a reprehensible act of injustice."
He further alleged, "Last year, the Karnataka government misappropriated funds intended for the Maharshi Valmiki Scheduled Tribes Development Corporation, which serves the ST community, by rerouting them to guarantee schemes. By once again utilizing funds meant for Dalit welfare for political freebies, the government has effectively halted all developmental initiatives for Scheduled Castes."
The BJP will not stand idly by regarding this decision made by the Congress government. If the state administration does not promptly reverse this decision, the BJP will vocally support the Scheduled Castes and launch vigorous protests both within and outside the legislature, Vijayendra warned.
Opposition Leader R. Ashoka remarked, "In the current (2025–26) budget, from the total Rs 42,017.51 crore allocated under the SCSP/TSP for Scheduled Caste and Scheduled Tribe communities, the Congress-led government is once again betraying these groups by planning to divert Rs 11,896.84 crore for guarantee schemes."
He questioned, "Mr. Siddaramaiah, if you lack the funds to allocate, what is the purpose of making empty promises in the budget? By making unrealistic declarations, and merely paying lip service to the Scheduled Castes for cheap publicity, do you genuinely believe this serves their welfare? Is this your commitment to upliftment and social justice?"
Speaking to the media in Delhi, former Deputy Chief Minister and BJP MP Govind Karjol said, "This government shows no real concern for the oppressed classes. Chief Minister Siddaramaiah claims to allocate funds based on population, yet special grants are set aside specifically for oppressed communities that have faced untouchability."
"I doubt Chief Minister Siddaramaiah possesses any moral compass," Karjol added.
Sources have indicated that the state government plans to divert Rs 11,896.84 crore from the Rs 42,017.51 crore allocated under the Scheduled Caste Sub Plan (SCSP) and Tribal Sub Plan (TSP) for the year 2025–26.
This decision was reportedly made during a meeting led by Social Welfare Minister H.C. Mahadevappa with nodal agencies recently. Final approval for utilizing SCSP and TSP funds is expected during the SC/ST State Development Parishat meeting, which will be chaired by Chief Minister Siddaramaiah on August 5, as confirmed by sources.
In previous years, the state government allocated Rs 11,114 crore in 2023–24 and Rs 14,282.38 crore in 2024–25 from SC/ST welfare funds for guarantee schemes, triggering a heated exchange between the ruling party and the opposition.
According to official statistics, the current expenditures by the state government include: Rs 1,670.76 crore on the Anna Bhagya free rice program, Rs 7,438.04 crore on the Gruha Lakshmi scheme providing Rs 2,000 monthly to women heads of BPL families, Rs 2,626 crore on the Gruha Jyoti free electricity scheme, Rs 1,537 crore on the Shakti scheme offering free bus travel for women, and Rs 162 crore on the Yuva Nidhi scholarship program for unemployed youth.
