To facilitate broader stakeholder engagement before the finalization of the Income Tax Rules and Forms, the proposed guidelines have been made available on the official website, according to the Finance Ministry.
“The corresponding Income-tax Rules and related Forms have been developed following extensive consultations to ensure alignment with the Income-tax Act, 2025. Stakeholders are invited to review these documents and provide feedback, which will be compiled and considered prior to the final notification,” stated the CBDT in its announcement.
As part of a comprehensive consultative effort, the Central Board of Direct Taxes (CBDT) is welcoming inputs and suggestions from stakeholders across four key areas: Simplification of Language; Reduction of Litigation; Minimization of Compliance Burden; and Identification of Redundant/Obsolete Rules and Forms.
Stakeholders can submit their feedback by providing their name and mobile number, followed by an OTP-based verification process. All recommendations should clearly reference the specific provision of the proposed Income-tax Rules or Form number (including the relevant rule, sub-rule, or form number) pertaining to the aforementioned categories, as informed by the ministry.
Finance Minister Nirmala Sitharaman stated on Budget Day that the Income Tax Act 2025 will take effect from April 1, 2026, with the IT forms being redesigned to ensure that ordinary citizens can comply easily, enhancing their ease of living.
The new provisions will include exemptions on insurance interest awards, nil deduction certificates for small taxpayers, and an extension of the ITR filing deadline for non-audit cases to August 31.
“In July 2024, I announced a comprehensive evaluation of the Income Tax Act 1961, which was completed in record time. The Income Tax Act 2025 will come into effect from April 1, 2026, with forms redesigned to facilitate compliance for ordinary citizens, enhancing their ease of living,” she added.
