The Chief Minister's Office of Uttarakhand announced on 19 June 2026 that a beneficiary incentive distribution programme under the Pradhan Mantri Viksit Bharat Rozgar Yojana was held at Mukhya Sevak Sadan, the Chief Minister's residence in Dehradun, where Chief Minister Pushkar Singh Dhami honoured eligible employers and employees under the scheme.

Context

Prime Minister Narendra Modi addressed the simultaneous multi-state programme virtually and disbursed incentive amounts to beneficiaries across the country. In total, approximately Rs 2,400 crore was distributed to more than 15 lakh youth and workers nationwide, marking the release of the scheme's second instalment.

In Uttarakhand, the state transferred more than Rs 24 crore to approximately 6,000 employees and over 900 employers linked to various establishments across the state.

Policy Backdrop

The Pradhan Mantri Viksit Bharat Rozgar Yojana was launched by PM Modi on 15 August 2025 from the ramparts of the Red Fort with the stated goal of making India's youth self-reliant as part of the 'Viksit Bharat 2047' vision. CM Dhami described the occasion as 'rashtra nirman ke us sankalp ka hissa' (a part of that resolve for nation-building) that PM Modi has anchored to the 2047 target.

Under the scheme, first-time employees are eligible for up to Rs 15,000 in financial assistance, while employers who create additional jobs receive up to Rs 3,000 per month per additional worker for a period of four years — an incentive structure designed to simultaneously support workers and encourage formal hiring by establishments.

Stakeholders and Impact

CM Dhami underlined that the Uttarakhand government has been working to make youth 'sashakt, saksham aur aatmanirbhar' (empowered, capable and self-reliant) through a suite of state-level programmes including the Mukhyamantri Swarozgar Yojana, Mukhyamantri Yuva Protsahan Yojana, Mukhyamantri Kaushal Vikas Yojana, and the Deendayal Upadhyaya Grameen Kaushalya Vikas Yojana.

The Chief Minister also highlighted industrial infrastructure progress: an Aroma Park in Kashipur, a Plastic Park in Sitarganj, an Electronics Manufacturing Cluster in Kashipur, a Multimodal Logistics Park in Pantnagar, flatted factories on a plug-and-play model for MSME entrepreneurs in Rudrapur, Selaqui and Haridwar, and a Smart Industrial Township being developed over more than 1,000 acres at Kichha Farm.

He noted that the Global Investors Summit 2023 had yielded investment proposals exceeding Rs 3.56 lakh crore, of which proposals worth more than Rs 1 lakh crore have been grounded. More than 30 policies — including industrial, logistics, startup and MSME policies — have been notified to create a business-friendly environment in the state.

CM Dhami expressed gratitude to PM Modi on behalf of the people of Devbhoomi Uttarakhand and reiterated the state's commitment to translating policy announcements into on-ground outcomes. He also spotlighted demand-side programmes such as Ek Janpad Do Utpad, the House of Himalayas brand, the State Millet Mission, Apple Mission, Wed in Uttarakhand, and the Solar Swarozgar Yojana as channels for promoting local resources and livelihoods.

With the second instalment now disbursed, attention will turn to subsequent tranches of the scheme and state-level employment data that will indicate how effectively the dual employer-employee incentive structure is driving new formal hires across Uttarakhand's industrial clusters.
