The Chief Minister's Office of Uttarakhand announced on Monday, 8 June 2026 that Chief Minister Pushkar Singh Dhami has extended congratulations to Prime Minister Narendra Modi and the citizens of India on the completion of 12 consecutive years of the Modi-led government at the Centre, listing a series of national welfare milestones and state-level infrastructure achievements in his message.

Context

In his message, CM Dhami said: 'Pradhanmantri Shri Narendra Modi ke netritva mein sashakt, saksham aur swabhimani Bharat ka sapna sach ho raha hai' ('Under Prime Minister Narendra Modi's leadership, the dream of a strong, capable and self-respecting India is becoming a reality'). He added that under the Prime Minister's guidance, Devbhoomi Uttarakhand is also fulfilling its resolve of renaissance.

The Chief Minister cited four flagship welfare figures from the central government's tenure: four crore pucca houses under PM Awas Yojana, free ration every month for 81 crore people, free treatment for 60 crore people under Ayushman Bharat, and guarantee-free MUDRA loans worth Rs 40 lakh crore. He described these as achievements possible only for a leader dedicated to Antyodaya (welfare of the last person in the queue).

Policy Backdrop

Dhami highlighted infrastructure expansion since 2014, noting that tap-water supply — available in only 3.2 crore homes across seven decades before independence — has now reached 16 crore homes, a more than fourfold increase, attributable to the Jal Jeevan Mission launched in 2019. On urban mobility, he pointed out that only 5 cities had metro rail connectivity in 2014; the number has grown to 26 cities, with the metro network expanding from 248 km to 1,155 km.

On strategic and technological self-reliance, the Chief Minister noted that 56 per cent of the world's total digital transactions now take place in India alone, and that the country — once dependent on foreign nations for defence needs — is now reaching new heights in defence production and exports. He also referenced advances in space technology, artificial intelligence, startups and semiconductor manufacturing as part of India's Aatmanirbharta (self-reliance) journey.

Dhami further noted that PM Modi granted permanent commission to women in the armed forces as part of his Nari Vandana commitment, and that India has moved decisively against both internal Naxal violence and cross-border terror infrastructure — referencing what he called Operation Sindoor as a demonstration of the country's military resolve.

Uttarakhand's Development Gains

The Chief Minister described PM Modi's tenure as one 'worthy of being written in golden letters' for Uttarakhand. He said development projects worth more than Rs 2 lakh crore are currently under way in the state with central support. The Char Dham All Weather Road project is advancing rapidly, and the Delhi–Dehradun Expressway, built at a cost of Rs 13,000 crore, has reduced both the distance and travel time between the two cities.

Active road projects include the Sitarganj–Tanakpur, Paonta Sahib–Dehradun, Bhaniyawala–Rishikesh, Kathgodam–Lalkuan–Haldwani bypass and Rudrapur bypass corridors. On rail connectivity, the Rishikesh–Karnprayag Rail Project is moving swiftly towards completion, while the Centre has approved the Tanakpur–Bageshwar Rail Line. Eleven railway stations in the state are being modernised under the Amrit Bharat Station Scheme.

In aviation, the airports at Jolly Grant, Pantnagar and Pithoragarh have been expanded. Under the UDAN scheme, 18 heliports are being developed, of which 12 are already operational. The number of operational heliports has risen from 2 in 2022 to 7 today, while the total helipad count has nearly doubled to 118. The Parvatmala Project is expanding the ropeway network, with ropeways from Gaurikund to Kedarnath and Govindghat to Hemkund Sahib set to transform pilgrimage and tourism access.

What's Next

Completion of the Rishikesh–Karnprayag Rail Line and the remaining six heliports under the UDAN scheme will be key milestones to watch. The Tanakpur–Bageshwar Rail Line, now approved, will open a new connectivity corridor for Kumaon. As Uttarakhand continues to position itself as a model of central-state development coordination, the pace of ongoing infrastructure projects will determine how quickly residents in remote hill districts experience tangible benefits.
