What Happened on 7 May
On 7 May 2026, GRP constable Soumya Ranjan Swain was travelling towards Bhubaneswar along with his friend Om Prakash Rout when their motorcycle collided with a scooter ridden by two girls near Ramachandrapur bridge under Balianta police limits. The collision led to an argument, during which one of the girls accused Swain of attempting to sexually assault her.
Her screams drew local villagers to the spot, who then assaulted both men. Police arrived and shifted them to a hospital, where Swain was declared dead. Rout survived. Two separate cases were registered at Balianta Police Station — one pertaining to the mob lynching and another based on the complaint filed by one of the girls alleging a sexual assault bid.
Scope of the Investigation
The investigating officer previously handling the case is expected to hand over all case records, including statements from the victim girls, Swain's friend Om Prakash Rout, and local villagers. A senior Crime Branch official told reporters that the agency will also examine the conduct of the PCR Van personnel who first arrived at the scene, to determine whether any negligence in duty occurred.
Arrests So Far
Police have so far arrested 11 persons for their alleged involvement in the mob lynching of constable Swain. The Crime Branch's takeover signals a push for greater accountability and impartiality in what has become a politically and socially sensitive case in Odisha.
With the investigation now under central CID oversight, authorities are expected to widen the inquiry to include the sequence of events leading up to the lynching and the response time of law enforcement personnel on the ground.
