The Crime Branch of Odisha Police on Thursday, 14 May arrested the prime accused in the mob lynching of Government Railway Police (GRP) constable Soumya Ranjan Swain, who was beaten to death by villagers in the Bhingarpur-Kaja area under Balianta Police Station on the outskirts of Bhubaneswar on 7 May. The arrest brings the total number of accused held in connection with the case to 13.

Prime Accused Identified and Arrested

The main accused, Ranjit Patra alias Chinu, 24, a resident of Gangeswargada under Cuttack Sadar Police Station in the Cuttack Urban Police District, was taken into custody on 14 May based on substantial evidence gathered during the investigation. According to the Crime Branch, investigation revealed his alleged involvement in striking the deceased on the head — a vital part of the body — with a bamboo stick, after Swain had been immobilised with his hands and legs tied with ropes.

A second accused, Judhisthira Jena alias Bunty, 22, was arrested earlier on 11 May and forwarded to court, which remanded him to judicial custody. Of the 13 total arrests, 11 were made by local police prior to the Crime Branch taking over.

How the Incident Unfolded

On 7 May, constable Soumya Ranjan Swain and his friend Om Prakash were travelling towards Bhubaneswar when their motorcycle collided with a scooter ridden by two girls in the Bhingarpur-Kaja area. The collision led to an argument, during which one of the girls accused Swain of attempting to sexually assault her. Her screams drew local villagers to the spot, who then assaulted both men. Police subsequently rescued them and transported them to hospital, where Swain was declared dead.

Crime Branch Takes Full Control

The Crime Branch assumed full investigative authority over two separate cases registered at Balianta Police Station — one pertaining to the mob lynching of Swain, and another filed on a complaint by one of the girls, who alleged that the deceased had attempted to sexually assault her. The dual-track investigation reflects the legally complex nature of the incident, where allegations against the victim and the conduct of the mob are being examined simultaneously.

The Crime Branch was handed the probe following directions from Chief Minister Mohan Charan Majhi, underscoring the political sensitivity of the case. This is notably the kind of mob justice incident that has drawn repeated scrutiny from courts and civil society across India, with investigators tasked with establishing both the sequence of events and individual culpability within the crowd.

Investigation Ongoing

'Investigation is continuing on a priority basis, and efforts are underway to identify and apprehend other persons involved in the incident,' the Crime Branch stated. With the prime accused now in custody, the agency is expected to reconstruct the full chain of events and determine the roles of remaining unidentified individuals present at the scene. The case is being closely watched as a test of how swiftly Odisha's investigative machinery can deliver accountability in high-profile mob violence incidents.
