New Delhi, July 29 (NationPress) In a significant move aimed at empowering women and fostering their independence, Delhi Chief Minister Rekha Gupta has announced a revolutionary decision permitting women to engage in night shifts (24x7) across shops and commercial establishments, as reported by an official on Tuesday.
The Chief Minister articulated that this initiative will not only enhance the participation of women in the workforce but also stimulate the Ease of Doing Business in the capital.
She underscored that this policy will be crucial in transforming Delhi into a 24x7 business hub and highlights the government's dedication to women's empowerment and economic self-sufficiency.
“The proposal will soon be submitted to the Lieutenant Governor for endorsement, following earlier discussions on the subject. To actualize this decision, exemptions will be made under the Delhi Shops and Establishments Act of 1954,” she stated.
At present, Sections 14, 15, and 16 of the Act restrict women from working between 9 p.m. and 7 a.m. during summer and between 8 p.m. and 8 a.m. during winter. The impending amendment will abolish these restrictions, thereby allowing women to take up night shifts throughout the city.
Addressing safety concerns, the Chief Minister assured that rigorous measures will be established to guarantee women's security during night shifts, including mandatory transport services, extensive CCTV surveillance, and the presence of sufficient female security personnel.
She pointed out that similar provisions are already operational in states like Haryana, Telangana, Madhya Pradesh, and Tamil Nadu.
The Chief Minister reiterated that the welfare of women remains a top priority for the government, and numerous initiatives are in place to facilitate the economic growth of working women.
To protect women engaged in night shifts, a comprehensive set of regulations will be obligatory for all establishments. Written consent from female employees will be required before assigning night shifts. Workplaces must be equipped with CCTV surveillance, female security staff, and secure transport options. Each establishment is also mandated to form an Internal Complaints Committee in accordance with the Prevention of Sexual Harassment (POSH) Act. Additionally, restrooms, lockers, and other essential amenities must be provided, she noted.
Other stipulations include compulsory electronic payment of wages (bank/ECS), provision of all statutory benefits like ESI, bonuses, and provident funds, as well as weekly offs and overtime remuneration.
