Delhi Assembly Speaker Vijender Gupta on Friday, 21 August addressed students of Law Centre-2 at the Faculty of Law, University of Delhi, sharing insights on Parliamentary procedure and India's legislative traditions as part of the ongoing Youth Outreach Programme. The session offered law students direct access to a sitting constitutional authority on the workings of democratic governance.

The 21 August session follows two earlier interactions held as part of the same weekly programme. Speaker Gupta hosted a delegation from the BRICS Chamber of Commerce and Industry Youth Leadership Dialogue 3.0, which comprised students, young professionals, researchers, and emerging leaders from India and other BRICS and BRICS Plus nations. Discussions ranged across public policy, diplomacy, entrepreneurship, and global cooperation.

A second delegation — student Parliamentarians from Chhatra Sansad (DPS Lava, Nagpur) — received a dedicated orientation on civic consciousness and legislative processes, including a first-hand look at how Parliamentary accountability operates in practice.

Historic Assembly Building as Learning Ground

Both delegations were taken on a guided tour of the Delhi Assembly building, constructed in 1912 and originally housing the Central Legislative Assembly. Visitors were briefed on the institutional legacy of pioneering Parliamentarians, including Vitthalbhai Patel, and the Assembly's journey since its re-establishment in 1993. The building itself served as a backdrop to key moments in India's freedom movement and legislative evolution.

Addressing the BRICS delegation, Gupta said: 'Democracy and good governance are universal values that thrive when young minds from diverse nations engage in cross-border dialogue. Empowering youth with public policy insights and diplomatic understanding is vital for driving sustainable development and global stability.' The Youth Outreach Programme, structured as a weekly initiative, reflects an effort to institutionalise civic education beyond classroom curricula. With delegations now spanning international youth forums and domestic student bodies, the programme is expanding both its reach and its thematic scope.
