New Delhi, Dec 23 (NationPress) The upcoming Winter Session of the Delhi Legislative Assembly is set to take place from January 5 to 8, 2026, as confirmed by an official on Tuesday.
In preparation for the session, Speaker Vijender Gupta conducted a review earlier this month regarding the implementation of reports from the Comptroller and Auditor General of India.
During discussions with senior officials, Gupta highlighted that inadequate or informal responses to audit comments were creating obstacles for audit follow-ups, hampering the effectiveness of the Public Accounts Committee (PAC).
He pointed out that the introduction of the Audit Para Monitoring System (APMS) in the Delhi Assembly signifies a crucial move towards enhancing transparency, procedural discipline, and a more accountable mechanism for audit follow-ups.
“The APMS is now fully functional within the Government of the National Capital Territory of Delhi, making Delhi potentially the first State Assembly in India to adopt such an extensive real-time audit monitoring portal,” Gupta stated.
In a recent meeting, the Speaker elaborated on the challenges faced in audit follow-ups. It was observed that numerous replies submitted by different departments did not conform to the required format, thus making them unpresentable to the PAC, as per the official statement.
Gupta raised concerns when reviewing the portal’s status, which indicated that while 142 audit paragraphs had been uploaded by various departments, only 30 Action Taken Notes had been provided.
This backlog is deemed unsatisfactory, and Gupta emphasized that prompt and complete responses are vital for the PAC to effectively fulfill its responsibilities.
The Speaker insisted that incomplete or informal replies should not be accepted as valid Action Taken Notes and must be revised accordingly.
Additionally, he evaluated necessary measures to enhance audit responses and directed all departments to submit corrected and appropriately formatted Action Taken Notes within a three-week timeframe.
Gupta also instructed the Assembly Secretariat to disseminate uniform guidelines detailing the needed format, signing authority, and how replies should specifically address individual audit comments.
He called for a comprehensive demonstration of the APMS to ensure that all personnel understand the system well, enabling officers familiar with its features to expedite their processes.
Gupta noted that effective training, strict compliance with the designated format, and timely responses to audit comments are crucial for the PAC to execute its duties efficiently.
