Patel added that helping a citizen in genuine difficulty complete official work smoothly was, in his words, equivalent to receiving God's blessings.
He also urged the new officials to perform their duties in a manner that would make their families and society proud, framing their service as a contribution to the vision of a developed Gujarat — aligned with Prime Minister Narendra Modi's goal of a developed India by 2047.
Digital initiatives launched at the ceremony
The Chief Minister used the occasion to launch several digital tools aimed at modernising revenue administration. The flagship initiative, REVA (Revenue Voice and Assistance), is a QR code-based feedback system that will allow citizens to submit feedback on services and staff behaviour at Collector, Sub-Divisional, Sub-Registrar, District Inspector of Land Records (DILR) and Mamlatdar offices. Feedback will be consolidated on a centralised platform to drive service improvement.
An e-filing facility was also launched under the Integrated Revenue Court Case Management System (IRCMS), enabling applicants to file revenue cases online from home, track proceedings in real time, and download orders after cases are concluded. The system is expected to bring greater uniformity and efficiency to revenue case management statewide.
MoU with Survey of India
An agreement was signed between the Gujarat government and the Survey of India for the geo-referencing of city survey maps. The Memorandum of Understanding was signed by Settlement Commissioner Adra Agrawal and Additional Surveyor General M.C. Gore, a step expected to improve the accuracy and reliability of land records across urban areas.
Officials on the significance of the drive
Minister of State for Revenue, Sanjaysinh Mahida, said the transparent recruitment process marked the beginning of a new chapter for the appointees. He noted that filling a large number of vacant posts would strengthen administrative capacity and improve revenue service delivery in villages.
Additional Chief Secretary of the Revenue Department, Dr Jayanti Ravi, confirmed that the recruitment drive had successfully filled 2,389 vacant Revenue Talati posts. She said a defined job chart had been prepared for Talatis covering key functions including land records, election-related work and census activities, and urged the new officials to discharge their duties with honesty and integrity.
With REVA and IRCMS now operational, the state's next test will be whether citizen feedback translates into measurable improvements in village-level governance — and whether the newly inducted Talatis can deliver on the accountability standards the Chief Minister has set.
