Government offices across Gujarat will be assessed on a 100-mark cleanliness and record-management framework as part of the 'Swachhata Hi Seva-2026' campaign, with the disposal of scrap, e-waste and unused materials carrying the highest weightage of 50 marks. The statewide exercise, running from 17 September to 17 October 2026 under the leadership of Chief Minister Bhupendra Patel, also targets the clearing of pending files, classification of records, and a measurable improvement in office hygiene.

How the Scoring Works

According to a resolution issued by the General Administration Department, the 100-mark assessment is divided into three components. Disposal of pending files will account for 20 marks, classification of records for 30 marks, and the combined disposal of scrap, e-waste and unused items — along with overall office cleanliness — will determine the remaining 50 marks, giving it the highest single weightage in the evaluation.

Offices must furnish photographs, supporting documents, and data on revenue generated through scrap disposal alongside their reports. The status recorded as of 30 June 2026 will serve as the baseline, and the final status on 17 October 2026 will measure actual progress.

Scope and Administrative Coverage

The campaign covers Secretariat departments, Heads of Department offices in Gandhinagar, and government offices at the district and taluka levels. Offices will be ranked under three categories — Best, Emerging, and Aspiring — enabling a comparative performance framework rather than a pass-fail approach.

At the district level, the campaign will be coordinated under the Collector, while Mamlatdars will oversee implementation at the taluka level. A before-and-after comparison of office conditions will also be conducted to gauge the on-ground impact of the initiative.

Theme and Broader Context

The campaign is being held under the theme 'Swachhata Mein Sahbhag, Swachh Bharat, Viksit Bharat' in connection with Mahatma Gandhi's birth anniversary, linking institutional hygiene with the national clean-India narrative. It forms part of the Union government's annual Swachhata Hi Seva observance, which mobilises public institutions across states every year during the same period.

Evaluation Timeline and Awards

Reports from all offices must be submitted by 31 October 2026. A high-level committee will evaluate submissions and prepare the final rankings by 30 November 2026. Top-performing offices will receive certificates on 25 December 2026, observed as 'Good Governance Day'.

The exercise will also allow the state government to compile aggregate data on files disposed of, records classified, space freed up, quantity of e-waste removed, and total revenue generated from scrap — giving policymakers a quantified picture of administrative clutter across Gujarat's government machinery.
