Chandigarh, Oct 9 (IANS) The distress caused by the failure to register an FIR and apprehend the individuals mentioned in her husband's suicide note has led Haryana cadre senior bureaucrat Amneet P. Kumar to write an urgent letter to Chief Minister Nayab Singh Saini, seeking justice for her husband, Y. Puran Kumar, a senior Indian Police Service (IPS) officer who reportedly took his own life this week.

In her confidential letter, she voiced her despair over what she termed a “serious injustice” and “total administrative inaction” that persisted even after over 48 hours had passed since her husband's tragic death.

Inspector General of Police (IGP) Kumar, an IPS officer from the 2001 batch, was discovered deceased with a gunshot wound at his home in Chandigarh on Tuesday.

During a meeting, the grieving widow informed the Chief Minister that the family would not permit the post-mortem or conduct last rites for Kumar until an FIR is filed against those identified in the suicide note and related complaint.

The body is currently at the mortuary of the Government Medical Superspecialty Hospital in Sector-16, with officials stating that an autopsy will be performed by a team of doctors once the family provides the necessary approvals.

She accused the Chandigarh Police of neglecting to file an FIR despite the existence of a detailed nine-page suicide note that she claims clearly identifies senior Haryana officials accountable for the officer's “harassment, humiliation, and targeted mental torture”.

Her letter conveyed the widespread sense of injustice felt by the community following the death of this esteemed officer, who was honored with the President's medal for meritorious service.

She characterized his demise as a significant setback for countless individuals who regarded the IPS officer as a symbol of empowerment and justice.

In a complaint to the Chandigarh Police on Wednesday, Amneet accused Shatrujeet Singh Kapur, the state Director General of Police, and Narendra Bijarnia, the Rohtak Superintendent of Police, of abetting her husband's suicide.

She requested the registration of an FIR against both officials under Section 108 (abetment of suicide) and relevant provisions of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.

In her correspondence, she insisted that the suicide note, entitled Final Note, be recognized as a dying declaration under legal provisions, necessitating immediate legal action.

She stated that the document, along with her accompanying written complaint, reveals cognizable offences under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

“Despite the presence of a clear and detailed suicide note and a formal complaint, no FIR has been logged to date. This note serves as a dying declaration and must be regarded as critical evidence demanding prompt legal action,” she wrote.

The IPS officer had reportedly been distressed due to the inclusion of his name in a bribery case initiated by a liquor contractor without the state government's consent.

The Rohtak Police filed an FIR on Monday based on a complaint from the liquor contractor, who claimed that Kumar's aide, Sushil Kumar, had solicited a bribe of Rs 2.5 lakh in the officer's name.

On September 29, Kumar was reassigned to the Police Training College in Sunaria, Rohtak, having previously served as the Inspector General of Police (Rohtak Range).

The contractor provided CCTV footage and audio recordings to corroborate his claims.

Sources revealed that the IGP was reportedly troubled by the inclusion of his name in the FIR.

On Tuesday, shortly after the incident, a ‘will’ and a ‘final note’ were retrieved from Kumar's official residence.

According to police reports, Puran Kumar allegedly shot himself with his service revolver, and his body was discovered by his daughter in the basement.

His death has sent shockwaves throughout police and administrative circles.

Kumar had previously written to Chief Minister Saini, raising concerns regarding the promotions allotted to IPS officers.

He alleged that these promotions were conducted unlawfully, circumventing Union Home Ministry (MHA) regulations based solely on the Finance Department's approval.

His primary contention arose from the inconsistency in the application of promotional benefits.

While some officers were promoted to the rank of Deputy Inspector General of Police with retrospective effect from January 1 of the promotion year, others, including Kumar, received their promotions with “immediate effect”, resulting in considerable financial losses and perceived unfair treatment.
