New Delhi, March 2 (NationPress) Chief Minister of Himachal Pradesh, Sukhvinder Sukhu, met with Union Finance Minister Nirmala Sitharaman on Monday to request a financial assistance package as part of special central support to address the revenue deficit projected for the fiscal year 2026-27.
The Chief Minister informed the Finance Minister that the termination of the Revenue Deficit Grant (RDG) would significantly affect the financial stability of the state, emphasizing that Himachal Pradesh is unique and should not be compared to other states that have had their RDG discontinued.
He pointed out that the state's RDG contribution was approximately 12.7 percent, making it the second-highest in the country, just after Nagaland. Unlike larger states that may cope with such an absence, Himachal Pradesh's economy is vulnerable, he explained.
Highlighting the importance of fair assessment, Sukhu criticized the uniform criteria applied to all states, calling it an undermining of the essence of cooperative federalism.
He referenced Article 275 (1) of the Constitution, which allows for such grants to states unable to balance their revenue and expenditures, noting that this is the first instance where the Finance Commission has overlooked the developmental requirements of smaller hill states.
The Chief Minister also updated the Finance Minister on various fiscal measures implemented over the last two to three years, which included curtailing expenses, avoiding off-budget borrowing, and generating around Rs 600 crore annually via different cesses.
Sukhu further explained that the state has faced revenue shortfalls due to the Goods and Services Tax (GST), asserting that despite efforts to increase tax rates and rationalize subsidies, the gap in revenue remains unmanageable.
He urged the Union Finance Minister to form a committee to thoroughly evaluate the economic situations of hill states and suggest necessary adjustments, to which she responded with a commitment to consider the state's demands sympathetically.
