Shimla, Feb 8 (NationPress) The Chief Minister of Himachal Pradesh, Sukhvinder Singh Sukhu, expressed on Sunday that the findings of the 16th Finance Commission will significantly influence the economy of the state, particularly with regard to the forthcoming Budget for 2026-27.
His statements followed a presentation regarding the financial status of the state and the repercussions of the elimination of the Revenue Deficit Grant (RDG) by the Finance Department.
“The removal of RDG isn’t merely a governmental issue; it concerns the rights of our citizens. We are prepared to travel to Delhi and engage with the Prime Minister alongside BJP MPs and MLAs to advocate for this matter. The loss of RDG will make it challenging to reclaim the rights owed to our people,” he stated.
“We had extended an invitation to the BJP MLAs for this presentation, yet they regrettably chose not to attend. The removal of RDG has impacted 17 states, but Himachal Pradesh has been hit the hardest, with 12.7% of its budget relying on RDG, the second highest in the nation.” The Chief Minister noted that in the post-GST environment, tax collection growth has diminished to about 8%, down from 13-14% prior to GST implementation.
“As a producer state, GST has negatively affected our economy since it is consumer-oriented, and with a population of merely 75 lakh, the impact is pronounced.” He added that the authority to impose taxes has also diminished under the GST regime.
“We must unite in our efforts for the people of the state,” he stressed, urging the Central government to guarantee at least 50% royalty on power projects and return all power projects to the state that have surpassed 40 years since commissioning.
He mentioned that the state has not received Rs 4,500 crore in arrears from the Bhakra Beas Management Board (BBMB) since 2012, despite a Supreme Court ruling. “We are also engaged in a legal struggle to reclaim the Shanan Power Project, as its lease with the Punjab government has expired.”
CM Sukhu affirmed that his administration is dedicated to enhancing resource mobilization. The state has generated Rs 26,683 crore from its own resources, yet this revenue is insufficient, as the primary sources remain river waters, forests, and tourism.
“I assure the residents that we will execute every welfare initiative and amplify the state's resources while fighting for our rightful claims,” the Chief Minister concluded.
