Has Himachal Pradesh Received Significant Central Grants?
Synopsis
Key Takeaways
Shimla, Feb 19 (NationPress) The former Chief Minister of Himachal Pradesh, Jai Ram Thakur, stated on Thursday that since the Congress-led government assumed power in the state, it has consistently benefited from substantial financial assistance from the Central Government. However, he criticized the Congress for its ongoing disparaging comments towards the Centre, particularly targeting the Prime Minister, suggesting these remarks are a tactic to shift public focus.
Thakur highlighted that the critical issue at hand is not the absence of the Revenue Deficit Grant (RDG) mentioned in the Union Budget, but rather the state government's continued claims of financial distress even while receiving the RDG.
As the Leader of the Opposition, he communicated to the media that following the 16th Finance Commission's recommendations, if the RDG is terminated, it falls upon the Congress government to manage the state's finances adeptly and drive progress.
“Pointing fingers at the Centre or previous state administrations for their shortcomings will not resolve the issues at hand. Should the government find itself unable to navigate the circumstances, it should openly acknowledge this to the public,” the BJP leader remarked.
Mentioning the recently concluded three-day Assembly session, Thakur noted that discussing the Motion of Thanks post the Governor's Address is both a rule and a convention.
“Nevertheless, the government appears intent on introducing a political resolution concerning the RDG. The Opposition actively participated in the debate, emphasizing the shortcomings of the government's three-year tenure with factual evidence.”
He asserted that during the Chief Minister’s response, numerous figures were inaccurately presented, and when the Opposition sought clarification, permission was denied. Consequently, BJP MLAs were compelled to enter the well of the House as a form of protest.
Thakur reiterated that the BJP remains committed to the welfare of Himachal Pradesh, emphasizing that the state's interests are of utmost importance. If the RDG has indeed been halted, the government must recognize that its inadequacy in presenting its case effectively may have influenced this outcome.
He stressed that mere political rhetoric will not resolve economic predicaments.
“Prudent policy-making and fiscal responsibility are crucial,” he added.
The Chief Minister has previously acknowledged that the state could face escalating financial pressures, complicating the fulfillment of guarantees and the continuation of development projects, as well as meeting obligations related to salaries, pensions, and dearness allowances. Instead of embroiling the issue in politics, the government should concentrate on finding solutions.
