New Delhi, June 16 (NationPress) Union Home Minister Amit Shah announced on Monday that the disaster response forces have dedicated significant efforts over the last decade, positioning the nation on the brink of becoming a global frontrunner in crisis management.

During his address at the Relief Commissioners and Disaster Response Forces Conference, HM Shah stated, “In the past ten years, we have made remarkable progress in four critical areas: capacity, speed, efficiency, and accuracy.”

“In disaster management operations, speed is crucial. Our primary goal is to respond promptly to disasters and save lives, a commitment we've significantly advanced through workforce training and the implementation of technology and advanced warning systems for communities,” he elaborated.

“While the National Disaster Response Force (NDRF) operates under my ministry, I confidently assert that it has cultivated a robust reputation, garnered recognition, and earned respect nationwide,” stated HM Shah.

He also highlighted the NDRF’s efforts to train personnel from the State Disaster Relief Force (SDRF).

HM Shah commended the National Disaster Management Authority (NDMA), NDRF, and the Coalition for Disaster Resilient Infrastructure (CDRI) for their roles in steering India toward becoming a global leader in disaster management.

He pointed out that until a decade ago, disaster management was primarily about providing relief post-calamity; however, India has now embraced a ‘Zero Casualty Approach’ in disaster management, astonishing the international community.

The Union Minister emphasized the importance of research to enhance advanced warning systems for effective disaster response and mitigation.

“Over the past decade, we have successfully transitioned our disaster response strategy from reactive to proactive,” HM Shah noted, emphasizing that the concept of ‘Bhagidhari’ has been pivotal in enhancing response capabilities.

“From the central government to state governments and local agencies, we have adopted a cohesive approach to disaster response. Under Prime Minister Narendra Modi, we are now even involving the community in these efforts,” he added.

HM Shah expressed optimism that by the next decade, every youth in the nation will possess the skills to participate in disaster response.

Highlighting the government's multi-faceted approach, he revealed that the budget for disaster response forces has tripled over the past ten years.

“For the NDRF, the funding was Rs 28,000 crore from 2004 to 2014, and it has surged to Rs 84,000 crore from 2014 to 2024,” he stated.

Regarding the SDRF, the budget allocation increased from Rs 38,000 crore between 2004 and 2014 to Rs 1.44 lakh crore from 2014 to 2024, he noted.

The CDRI, an international initiative launched by PM Modi, is a global alliance of 49 members committed to developing climate and disaster-resilient infrastructure solutions.

This partnership includes national governments, UN agencies, multilateral development banks, the private sector, and academic institutions, all working toward advancing climate and disaster-resilient infrastructure (DRI).
