The Gujarat chapter of the Indian Police Service (IPS) Association on Monday, April 27, submitted a formal memorandum to the State Election Commission (SEC) in Gandhinagar, seeking strict action against Aam Aadmi Party (AAP) MLA Gopal Italia over remarks made during a social media broadcast that the body described as "abusive, derogatory and defamatory" towards the police force and election authorities.

The complaint was triggered by a Facebook Live video streamed by Italia on April 26, which subsequently went viral across multiple social media platforms, drawing widespread attention and sharp reactions from law enforcement circles.

Key Developments in the Complaint

The memorandum, signed by Association president Gyanender Singh Malik, who also serves as Ahmedabad Police Commissioner, and secretary Nipuna M Torawane, stated that the MLA used "highly inflammatory language" while referring to senior police officers and personnel during the broadcast.

The Association characterised the remarks as a "personal affront" to members of the force and a "calculated attempt to incite public distrust" in both the police and the election machinery — a particularly sensitive allegation given that the state is currently in an active election period.

Copies of the memorandum were also forwarded to the Principal Secretary, Home Department, and the Director General and Inspector General of Police, Gujarat, signalling the seriousness with which the Association is pursuing the matter.

The memorandum acknowledged that "criticism of public institutions is a legitimate aspect of democratic functioning" but drew a firm line, stating that "character assassination is unacceptable."

It emphasised that police personnel operate under challenging conditions, tasked with maintaining law and order and providing impartial security to all citizens — responsibilities that become even more critical during election season.

The Association further argued that Italia's statements risk "eroding public confidence" in the institutions responsible for conducting free and fair elections, calling the remarks a clear violation of the Model Code of Conduct (MCC).

Italia's Allegations During the Broadcast

According to accounts of the broadcast, Italia reportedly questioned the functioning and neutrality of sections of the police and election authorities, alleging bias in the handling of political activities and enforcement actions during the ongoing election period.

The AAP legislator, who represents the Katargam constituency in Surat, has previously been a vocal critic of state institutions. This is not the first time his remarks have drawn formal responses from government or law enforcement bodies, making this latest episode part of a broader pattern of confrontation between the AAP's Gujarat unit and the state establishment.

Impact on Election Integrity and Police Morale

The IPS Association's intervention underscores growing concern within law enforcement ranks about the impact of political rhetoric on institutional credibility during elections. Notably, the complaint was filed at a time when election officials and police personnel are under heightened scrutiny to demonstrate impartiality.

The Association urged the State Election Commission to take strict action, stating that "such steps are necessary to uphold the integrity of the electoral process and to maintain the morale of officials engaged in election duties."
