Jammu, Feb 9 (NationPress) The government of Jammu and Kashmir (J&K) announced on Monday that the Union Territory boasts 32 operational hydropower projects with a total installed capacity of 3,540.15 megawatts.
The National Conference government, led by Omar Abdullah, reported to the Legislative Assembly that these hydropower projects collectively generate 3,540.15 megawatts (MW) of electricity across the region.
In response to a starred question from MLA Khurshid Ahmad, the Minister in charge of the Power Development Department provided a written reply noting that among the total operational capacity, 13 projects belong to the Central Sector with a combined capacity of 1,197 MW, while 6 projects in the State Sector contribute 2,250 MW. Additionally, 13 projects, with a total capacity of 72.75 MW, are managed by Independent Power Producers (IPPs).
The government outlined plans to enhance the power capacity by an additional 3,704.5 MW through eight new hydropower projects proposed or currently under construction within the next five years, from 2026-27 to 2030-31.
Addressing inquiries about the Ans (Nandoli) Hydroelectric Project in the Gulabgarh constituency, the government confirmed that the 40 MW project was tendered in 2011-12 and officially awarded in November 2012, with the implementation agreement finalized in March 2013.
Nevertheless, the project has experienced significant delays attributed to the non-performance of the Independent Power Producer (IPP). In August 2025, the government issued a notice of default to the IPP, after which a Detailed Project Report and financial analysis were submitted.
The financial evaluation revealed that the project would need a 40-year levelized tariff of Rs 7.30 per unit, making it technically and economically unfeasible under current market conditions.
The IPP has requested to exit the project and obtain a refund of the deposited premium, citing external factors and policy constraints.
This issue is currently under review by the Jammu and Kashmir Power Development Corporation (JKPDCL) in line with the terms of the implementation agreement and the Hydro Electric Power Policy of 2011.
