Union Consumer Affairs Minister Pralhad Joshi on Monday, 27 July 2026 held a bilateral meeting with Andhra Pradesh Civil Supplies, Food and Consumer Affairs Minister Nadendla Manohar to discuss a range of initiatives aimed at modernising food grain procurement and strengthening the Public Distribution System in the state.

Policy Backdrop

The Public Distribution System operates under the National Food Security Act of 2013, which provides legal entitlements for subsidised food grains to eligible households across India. Over the past decade, the system has undergone significant digitisation — including Aadhaar-linking of ration cards — aimed at plugging leakages and ensuring last-mile delivery.

Fortified Rice Kernel implementation, one of the agenda items discussed, is part of a national nutrition push that was scaled up from 2021 under programmes including PM POSHAN. Micronutrient-enriched rice kernels are blended into regular PDS rice to address nutritional deficiencies, particularly among low-income beneficiaries.
