Bengaluru, Jan 15 (NationPress) The Karnataka wing of the Bharatiya Janata Party (BJP) has formally requested Union Home Minister Amit Shah to initiate an immediate inquiry by the National Investigation Agency (NIA) into the purported illegal settlements at Kogilu in Bengaluru and the associated threats to national security.

Narayanaswamy Chalavadi, the Leader of the Opposition in the Legislative Council, addressed a letter to HM Amit Shah regarding this matter on Thursday.

It is important to highlight that the Congress-led government, after conducting demolitions on government land near Kogilu Layout, swiftly announced an alternative housing arrangement for the encroachers following intervention from the AICC and the Chief Minister of Kerala. He further called for an examination of the syndicate responsible for issuing Aadhaar and voter IDs to these dubious individuals and immigrants from various regions. “Ensure that no rehabilitation or government aid is provided until a complete verification of citizenship is conducted for each individual as well as those facilitating their entry,” he emphasized.

“The security and integrity of Karnataka and India must not be compromised for the sake of vote-bank politics. We expect your prompt action on this issue,” he stressed.

The letter highlighted: “I want to draw your immediate attention to a serious security situation developing in Bengaluru, Karnataka. On December 31, 2025, a senior delegation from the BJP State Unit — myself and the Leader of Opposition in the Assembly — visited Fakeer Colony and Waseem Layout in Kogilu, where a demolition drive against illegal encroachments was recently conducted.

“During our visit and discussions with the residents, numerous alarming facts emerged that indicate a systematic threat to our national security.”

Addressing the linguistic barrier and foreign origins, Narayanaswamy remarked: “A significant portion of the residents in these colonies cannot communicate in Kannada, Hindi, or any other local dialect. Their speech and appearance strongly imply they are illegal migrants, possibly from Bangladesh/Rohingya camps, who entered Karnataka via Kerala, West Bengal, or other pathways.”

Pointing out suspicious documentation, he said: “Despite their inability to converse in Indian languages, these individuals possess Aadhaar cards and voter IDs. This suggests a significant racket involved in the illegal acquisition of Indian identity documents to legitimize foreign nationals.”

“Satellite images as recent as late 2023 depict this area as unoccupied green land. Within just a few months, it has evolved into a ‘mini-Bangladesh’ with numerous illegal structures. This situation reflects not merely migration but a planned settlement. Similar trends have been observed in the Anekal and Bengaluru South East regions, including Mahadevapura,” he pointed out.

“Given the clandestine nature of these settlements and the involvement of known ‘rowdy sheeters’ in managing these areas, we have substantial reasons to suspect that these locations function as hubs for sleeper cells and organized crime, representing significant threats.”

“The state government, under political pressure, is currently considering the rehabilitation of these individuals by providing them with permanent housing through the Rajiv Gandhi Housing Scheme. This initiative would effectively normalize the status of illegal foreigners at the cost of local security without obtaining explicit approval from the Union government,” he asserted.
